How can municipalities be helped in choosing their level of involvement in a local sustainable energy company? This research investigates how municipalities can be helped in choosing their level of involvement in a local sustainable energy company. It aims to know which different choices municipalities can make in deciding on their involvement in LSECs through an empirical study. This research started from the analysis that many municipalities struggle with the complexity and risks of their involvement in LSECs and the uncertainty of outcomes of these decisions on the level of municipal involvement. This main research question was answered using 4 different collection methods, a desk research, a set of interviews, participant observation and a full population questionnaire. The theory study shows us that there are four aspects on which decisions have to be made. These four aspects together determine how municipal involvement in a LSEC looks like.

‘De duivel had een betere pers in de Middeleeuwen dan marktwerking in de 21ste eeuw’, schrijven Baarsma, Theeuwes en Koopmans (2010). Dit artikel geeft het marktwerkingsdebat rondom infrastructuren weer en stipt vier argumenten aan die node worden gemist. Dat was twintig jaar geleden al zo toen de voorstanders in de meerderheid waren. En die argumenten ontbreken nog steeds, nu de sceptici de overhand hebben. Door voorstanders worden alle positieve veranderingen opgehangen aan marktwerking; en de tegenstanders schrijven alle kwaad toe aan de liberalisering. Dit artikel laat zien dat achter de zwart-witbeelden een ingewikkelde en genuanceerde werkelijkheid ligt, die het onmogelijk maakt om ofwel alle verdiensten ofwel de zwarte piet toe te delen aan marktwerking. Marktwerking is geen panacee noch een ziekte. Het is een instrument dat, mits kundig gebruikt, bepaalde problematische situaties in een infrastructuursector kan verbeteren.

In deze rapportage bespreken wij de evaluatie van de implementatie van de KRW, die wij tussen december 2009 en juni 2010 hebben uitgevoerd. In deze managementsamenvatting staan we kort stil bij de, ons inziens, meest relevante bevindingen (procesrisico’s, beoordeling en succesfactoren) en aanbevelingen.

After twenty years of sustainable building policies, the issue of environmental impact of buildings and urban environments remains. Policy makers still have difficulties addressing the ambiguous, contested and dynamic goals encapsulated in the term ‘sustainable development’. How to decide between using zinc or PVC gutters, when knowledge and valuation of environmental risks of both keep changing? How can we accommodate urban growth, now that compact cities turn out to be urban heat islands? ‘Greening governance’ identifies how policy makers can deal with these contested questions. The book is of interest to policy makers and scientists concerned with both the practical and theoretical issues of sustainable built environments. ‘Greening governance’ draws on policy network theories that consider stakeholder interaction, negotiation and learning as conditions for policy success. By understanding these conditions from an evolutionary viewpoint it provides a new perspective for governance. The concepts of generative variety, selective retention and regeneration will help policy makers to prioritise and select contested alternatives while also focusing on more long term and ambitious policy goals.
