Towards a better incorporation of maintenance into DB(F)M Projects: Supporting the contractor in the tender-, design and construction phase by a role structure design
Design, Build & Maintain- (DBM), and Design, Build, Finance & Maintain contracts (DBFM) are increasingly applied in the Dutch civil engineering industry. These project delivery methods have in common that the private party is made responsible for the aspects design, build and maintenance. By integrating these three aspects, client organisations aim to stimulate an increasing role for life cycle costing in the early life cycle stages, which results in a high-quality infrastructure system with optimal life cycle costs. A DB(F)M-contract requires a different approach from the market than a traditional contract. The contractor is supposed to combine its expertises in the field of design, build & maintenance in order to win the contract, and subsequently execute the project successfully.

Local sustainable energy companies and municipal involvement: Designing a framework for municipal involvement
How can municipalities be helped in choosing their level of involvement in a local sustainable energy company?
This research investigates how municipalities can be helped in choosing their level of involvement in a local sustainable energy company. It aims to know which different choices municipalities can make in deciding on their involvement in LSECs through an empirical study. This research started from the analysis that many municipalities struggle with the complexity and risks of their involvement in LSECs and the uncertainty of outcomes of these decisions on the level of municipal involvement.
This main research question was answered using 4 different collection methods, a desk research, a set of interviews, participant observation and a full population questionnaire. The theory study shows us that there are four aspects on which decisions have to be made. These four aspects together determine how municipal involvement in a LSEC looks like.

Condities voor partnering bij woningverbetering door corporaties
Dit onderzoek is specifiek gericht op de relationele samenwerkingsvorm ‘partnering’, aangezien ‘partnering’ een veelbelovende nieuwe projectbenadering is en aansluit op de wijze waarop corporaties bouwprojecten kunnen organiseren. Bij partnering wordt in een vroeg stadium van de planontwikkeling samengewerkt, hierbij worden de werkprocessen en belangen tussen de betrokken partijen onderling afgestemd. De samenwerking is meestal in teamverband waarbij kennis en kunde van de betrokkenen in vertrouwen gedeeld wordt. In de internationale constructieliteratuur is veel onderzoek gedaan naar ‘partnering’. Daarbij is ook empirisch onderzocht welke ‘condities’ in hoofdlijn van belang zijn voor een succesvolle toepassing van ‘partnering’, dit zijn de zogenaamde ‘kritische succesfactoren’ (Nyström 2005; Yeung 2007; Chan 2010). Deze condities kunnen als checklist gebruikt worden om partnering succesvol toe te passen. Wanneer aan deze condities zorgvuldig invulling wordt gegeven, verhoogt dit de kans op succesvolle partnering.

Sustainability is a key issue for Sappi Ltd. and much is communicated via the sustainability report which is issued yearly. The mission, vision, strategy and targets are defined for a 5 year time frame. Although the audience of the report is not limited to external, the report has little attention within the mills. Mission, vision, strategy and targets are unknown in the mills, at the same time the mills contribute heavily to realizing the target.
The mills have the biggest role in the performance on sustainability, but suffer knowledge about their responsibilities.
The main research question is therefore defined as: ‘How can Sappi Nijmegen integrate sustainability is the daily operation of the mill?’
The research consists of theoretical research and desk research. The theoretical research is used for examples of good practices amongst companies regarding sustainability. The desk research is used to establish the shortcomings and plus points of Sappi Nijmegen on sustainability. The findings of the theoretical research and the findings of the desk research together, are used to choose a method for further elaboration. The interviews support the chosen method.
The theoretical research learned that companies that have implemented sustainability successfully are using management systems.
The desk research showed the shortcomings in the current situation of Sappi Nijmegen.
These shortcomings and plus points are used to select a management system for further elaboration at Sappi Nijmegen. The Performance Management System (PMS) framework has been selected to help extending the current available systems towards a system including sustainability. This resulted in a draft solution. The interviews support the fine tuning of the draft solution and made the solution suitable for implementation.

Implementing Sustainability in the Built Environment
There is a growing desire for sustainable design, both with firms and their clients in the built environment. However sustainability is not always integrated into designs in the same uniform manner, or at the same level. Barriers and carriers exist that influence the design and its level of sustainability for consulting engineering firms. Research into the organisational structure, project properties, design processes, knowledge management and sustainability properties, both in literature and in a case study, provide possible barriers and carries for the integration of sustainability in designs. The barriers that were found are: A new methodology cannot be implemented top-down with professional employees. Multiple actors in the design each influence the final product. The design process itself is unstructured and hard to oversee and there is no time available that allows designers to improve designs. Carriers are: There is much skill present in the field of expertise and with the designers. Integrated design can lead to more efficiency and there is a noticeable drive to increase sustainability. Improvements can be found in setting up example projects, in including sustainability as main goal for the firm and by including the construction and use phase in the design process.

Inner-city development for middle income households
Cities within the most populated part of the Netherlands called the Randstad have to provide housing for a growing amount of households by building within the city. Because the housing market has changed from a supply driven market to a demand driven market, developers and municipalities cannot develop any type of housing they prefer but have to adapt their development plans to the current and expected demand of new houses. To stimulate development for the desired middle income households within the city that matches the current demand, financial, institutional and co-operational constraints need to be taken into account to realize successful inner-city development. The main question of this research therefore is: “which type of housing could the cities in the Randstad plan to develop to attract middle income households into the city and how should this inner-city development be stimulated while taking the institutional, financial and co-operational constraints into account?” To attract or preserve desired households cities within the Randstad could plan to develop affordable ownership apartments, rental apartments with less but larger rooms and affordable rental houses in green urban areas because the preferences of these households are currently not realized because of availability and affordability. To tackle the institutional and financial constraints the municipality should try to stimulate co-operation between the stakeholders and couple their powers and resources to increase the total investment capacity, improve the knowledge of specific demands (on a local and a project scale), increase the efficiency of the planning process and decrease the entry barriers of inner-city developments by risk sharing.

Framing en reframing in het klimaatdebat
Klimaatonderzoekers zijn graag geziene sprekers. Aan het eind van elke voordracht volgt steevast die vraag: ‘is het waar?’ Kennelijk overtuigt de wetenschap niet, ondanks alle publicaties en onderzoeksrapporten. In dit artikel verkennen we waarom de wetenschap niet weet te overtuigen.

Understanding the negative impact of the construction industry and the built environment on the ecological environment, the European Commission (EC) aims to harmonise and improve sustainable construction regulatory frameworks in Member States of the European Union. This paper discusses the topics of sustainable construction that are currently regulated in Europe. It asks to what extent there is homogeneity among Member States in doing so; and what strategies the EC may apply in improving both the homogeneity in, and attention for sustainable construction regulation among Member States. It finds that current EC Directives have a positive effect, but may be too resource-intensive to address the ecological risks generated by the construction industry and the built environment in the EU in a timely fashion.
