Project KWP-collection Date 2000-07-14 Abstract After the severe floods that occurred at the end of 1999 in the Central Provinces of Vietnam, and the devastating effect they had in terms of loss of life and property, a series of disaster mitigation initiatives were taken by a number of Government Authorities and the Vietnam Donor Community. These initiatives were led by the Ministry of Agriculture and Rural Development (MARD) as well as by the United Nations Development Program (UNDP), and the Royal Netherlands Embassy to join efforts in the farm of a Strategic Partnership to mitigate natural disasters in Central Vietnam. This initiative resulted in the Multi-donor Mission to the Central Provinces, which visited the flood affected area in the period from May 4 to 19; followed by a joint presentation on the mission findings to all involved parties, authorities, and donors on May 31. The conclusions of the Mission's findings as well as the conclusions of the donor presentation are now being translated into concrete action, within the framework of what is called the Central Provinces Initiative (CPI) for a Multi-donor Integrated Natural Disaster Mitigation Policy for Central Vietnam; in brief the CPI-Partnership. The exact scope of the Terms of Reference for the CPI-Partnership have not yet been completely defined. This scope is subject to further discussion and refinement and will eventually be presented in a Memorandum of Understanding (MOU) later in the year 2000 to be signed between all main parties involved; including the Government and the International Donor Community. The contents of this MOU will strongly depend on the way the Vietnamese 'Authorities will share different CPI responsibilities and the way these CPI responsibilities can be accommodated and implemented in joint cooperation with the Donor Community. In order to give input to the formation of the framework for the MOU, a discussion is presented about the future tasks for the CPI-Partnership. This subject will be elaborated upon later in this Summary Report. Prior to discussion of this framework, a brief summary is given about the purpose and the overview of the Multi-donor Mission, to be followed by a discussion of the projects and subsequent programs that resulted from the consensus of the Mission experts. Proposed projects and programs for immediate implementation are also given. As any discussion about the financing and funding follows directly from the actions to betaken and natural disaster mitigation projects to be implemented, this subject will be dealt with; to be followed by conclusions and recommendations required to continue the CPI-partnership and to streamline further actions to be taken.
