In order to realise more focus on quality in tenders the construction industry must move away from the low-bid arena characterised by specifications, qualifications, standards and management and inspection by the client. New procedures must be adopted to react on the need for harmonized procurement policies for public contracting authorities, integrated project delivery models and award criteria based on price and quality. The development of Best Value is a reaction to those needs and proposes a new way of thinking to improve the procurement and management of construction projects by reducing risk in selecting the top performer. Since its introduction in the Netherlands in 2005 the approach is constantly developing. As more experience from undertaken projects is gathered new insights are incorporated into the procedure. This thesis is part of that process and seeks for more insights in the approach and tries to contribute to its development into a successful procurement procedure.
