The new scientific decade (2023-2032) of the International Association of Hydrological Sciences (IAHS) aims at searching for sustainable solutions to undesired water conditions–whether it be too little, too much or too polluted. Many of the current issues originate from global change, while solutions to problems must embrace local understanding and context. The decade will explore the current water crises by searching for actionable knowledge within three themes: global and local interactions, sustainable solutions and innovative cross-cutting methods. We capitalise on previous IAHS Scientific Decades shaping a trilogy; from Hydrological Predictions (PUB) to Change and Interdisciplinarity (Panta Rhei) to Solutions (HELPING). The vision is to solve fundamental water-related environmental and societal problems by engaging with other disciplines and local stakeholders. The decade endorses mutual learning and co-creation to progress towards UN sustainable development goals. Hence, HELPING is a vehicle for putting science in action, driven by scientists working on local hydrology in coordination with local, regional, and global processes.

This study explores recent changes in evaporative demand and water availability across 100 river sub-basins in India by partitioning the actual evapotranspiration (AET) into green water evapotranspiration (ET-Green) and blue water evapotranspiration (ET-Blue). For computation of ET-Green and ET-Blue, the Budyko framework is applied to long-term scenario (2003–2017) and to intra-annual averaged series (i.e. 2003-2007, 2008–2012 and 2013–2017). For the Budyko analysis, the Climate Hazards Group InfraRed Precipitation with Station data (CHIRPS), Global Land Data Assimilation System (GLDAS) AET and Climate Research Unit Global Data Assimilation System (CRU GDAS) Potential ET (PET) climate forcing variables have been utilized. Multiple hydro-climatic indicators, such as dryness index (DI), evaporative index (EI), and responsivity with respect to theoretical Budyko curve are computed and they show substantial variations across sub-basins from far past time (2003) to recent past (2017). The changes in DI and EI highlight the diversity in evaporative demand and dryness condition across the country. Results reveal that India's evaporative water demand is largely influenced by ET-Green (up to 65%) that depends mainly on precipitation. At the same time, in many river sub-basins, ET-Blue that depends on external sources of water like diversion or stored water, is significant. The shape parameter (ω) of Fu's Budyko equation, that can be utilized for the future assessment of ET-Green and ET-Blue, has been optimized. The results of this study would of immense value for sustainable irrigation water management and improving water use efficiency in agriculture and overall water availability in river basins in India.

The Sustainable Development Goals (SDGs) of the United Nations Agenda 2030 represent an ambitious blueprint to reduce inequalities globally and achieve a sustainable future for all mankind. Meeting the SDGs for water requires an integrated approach to managing and allocating water resources, by involving all actors and stakeholders, and considering how water resources link different sectors of society. To date, water management practice is dominated by technocratic, scenario-based approaches that may work well in the short term but can result in unintended consequences in the long term due to limited accounting of dynamic feedbacks between the natural, technical, and social dimensions of human-water systems. The discipline of sociohydrology has an important role to play in informing policy by developing a generalizable understanding of phenomena that arise from interactions between water and human systems. To explain these phenomena, sociohydrology must address several scientific challenges to strengthen the field and broaden its scope. These include engagement with social scientists to accommodate social heterogeneity, power relations, trust, cultural beliefs, and cognitive biases, which strongly influence the way in which people alter, and adapt to, changing hydrological regimes. It also requires development of new methods to formulate and test alternative hypotheses for the explanation of emergent phenomena generated by feedbacks between water and society. Advancing sociohydrology in these ways therefore represents a major contribution toward meeting the targets set by the SDGs, the societal grand challenge of our time.

To promote the advancement of novel observation techniques that may lead to new sources of information to help better understand the hydrological cycle, the International Association of Hydrological Sciences (IAHS) established the Measurements and Observations in the XXI century (MOXXI) Working Group in July 2013. The group comprises a growing community of tech-enthusiastic hydrologists that design and develop their own sensing systems, adopt a multi-disciplinary perspective in tackling complex observations, often use low-cost equipment intended for other applications to build innovative sensors, or perform opportunistic measurements. This paper states the objectives of the group and reviews major advances carried out by MOXXI members toward the advancement of hydrological sciences. Challenges and opportunities are outlined to provide strategic guidance for advancement of measurement, and thus discovery.

We explore how to address the challenges of adaptation of water resources systems under changing conditions by supporting flexible, resilient and low-regret solutions, coupled with on-going monitoring and evaluation. This will require improved understanding of the linkages between biophysical and social aspects in order to better anticipate the possible future co-evolution of water systems and society. We also present a call to enhance the dialogue and foster the actions of governments, the international scientific community, research funding agencies and additional stakeholders in order to develop effective solutions to support water resources systems adaptation. Finally, we call the scientific community to a renewed and unified effort to deliver an innovative message to stakeholders. Water science is essential to resolve the water crisis, but the effectiveness of solutions depends, inter alia, on the capability of scientists to deliver a new, coherent and technical vision for the future development of water systems.

Editors of several journals in the field of hydrology met during the Assembly of the International Association of Hydrological Sciences - IAHS (within the Assembly of the International Union of Geodesy and Geophysics - IUGG) in Prague in June 2015. This event was a follow-up of a similar meeting held in July 2013 in Gothenburg (as reported by Blöschl et al. [2014]). These meetings enable the group of editors to review the current status of the journals and the publication process, and share thoughts on future strategies. Journals were represented in the 2015 meeting through their editors, as shown in the list of authors. The main points on fostering innovation and improving impact assessment in journal publications in hydrology are communicated in this joint editorial published in the above journals.
