In this editorial, we engage with the European Commission's 2023 recommendation calling for risk assessment with Member States on four critical technology areas, including quantum technology. A particular emphasis is put on the risks associated with technology security and technology leakage. Such risks may lead to protectionist measures. Mobilising European normative anchor points that inform the “right impacts” of research and innovation, we argue that a protectionist approach on the part of the European Union can lead to moral isolationism. This, in turn, can limit Europe's contribution to global development with respect to technological advances, sustainable development and quality of life. We contend that decisions on protectionism around quantum technology should not be made with a protectionist mindset about European values.

Various approaches have emerged over the last several decades to meet the challenges and complexities of anticipating and responding to the potential impacts of emerging technologies. Although many of the existing approaches share similarities, they each have shortfalls. This paper takes as the object of its study Anticipatory Ethics for Emerging Technologies (ATE) to technology assessment, given that it was formatted to address many of the privations characterising parallel approaches. The ATE approach, also in practice, presents certain areas for retooling, such as how it characterises levels and objects of analysis. This paper results from the work done with the TechEthos Horizon 2020 project in evaluating the ethical, legal, and social impacts of climate engineering, digital extended reality, and neurotechnologies. To meet the challenges these technology families present, this paper aims to enhance the ATE framework to encompass the variety of human processes and material forms, functions, and applications that comprise the socio-technical systems in which these technologies are embedded.@en

Due primarily to technological advances over the last decade, quantum research has become a key priority area for science and technology policy all over the world. With this manifesto, we wish to prevent quantum technology from running into fiascos of implementation at the interface of science and society. To this end, we identify key stumbling blocks and propose recommendations.@en

Purpose: Customization is a paradox in architecture, providing necessary modernization for buildings but potentially damaging their architectural integrity. In this paper, the authors introduce the Inhabitant-Driven Customization approach for avoiding this paradox; this approach lets inhabitants design the customization from options created by architects that safeguard architectural rules. As a first implementation of the Inhabitant-Driven Customization approach, the MyChanges tool is presented. The authors assess whether the approach avoids the customization paradox by a qualitative stakeholder evaluation of the MyChanges tool and by a comparison of the Inhabitant-Driven Customization approach with existing approaches to housing customization. Design/methodology/approach: MyChanges is a shape grammar-based design tool developed to enable inhabitants of the Álvaro Siza Vieira Malagueira housing complex to customize their houses in accordance with the architectural language of the complex. In this study, the authors qualitatively evaluated MyChanges with architects and other professional stakeholders. MyChanges is used in this paper to assess if the Inhabitant-Driven Customization approach avoids the paradox of customization. The initial reception of MyChanges produced diverging outcomes, suggesting that Inhabitant-Driven Customization is also unable to avoid the customization paradox. For analyzing this possibility further, this paper describes the main existing approaches to housing customization, including the Inhabitant-Driven Customization approach, formulates nine conditions for these approaches, and provides a qualitative comparative assessment of the approaches. Findings: The customization paradox is demonstrated in the outcomes of the interviews with professional stakeholders on the MyChanges customization tool for the Malagueira housing complex. An argument is given that makes plausible that the Inhabitant-Driven Customization approach avoids the customization paradox by creating a co-design process in which inhabitants and architects alternately shape customization. Originality/value: The originality of this paper lies in the introduction and discussion of the paradox of customization in housing. The paper identifies the conditions advanced in architecture for assessing housing customization approaches. Additionally, the authors propose a new customization approach and a design tool that to a large extent fulfills those conditions and avoids the customization paradox.

Anno 2021, designers engage with questions of increasing complexity and impact. Designers are involved in creating services and systems that reach beyond an individual user, ultimately reshaping society. This realisation motivates the question of how designers should deal with the accompanying responsibility. The domain of Design for Values (van den Hoven et al., 2015) encourages conscious innovation with the call for a deliberate design for values and advocates a thoughtful stance towards the creation of artefacts. As social design is concerned with societal well-being and commitment to design for the common good (Tromp, Hekkert, 2017), it is regarded as a specificity of Design for Values. This thesis opens up the conversation of impact in social design practices by researching how designing for values is validated within social design projects. Although the mission for conscious design is vital, frameworks to assess the adequate operationalisation of values are lacking, and impact methodology in the field of social design is fairly under developed. Hence, measures to guarantee value manifestation and safeguard engagement with claims made are missing. For this reason, both domains of Design for Values and social design will be enhanced by a framework that supports assessing the design for value, as a result enabling validation of value realisation within design projects. The Value Validation Framework introduced in this thesis presents the structure of reasoning towards a valid value claim. It is argued that to make a valid claim, designers must specify their value claim in terms of effects on behaviour, substantiate a claim with proper evidence and provide justification for these specifications. This ensures construct validity for the claim being made and above all, that designers discern what they are factually achieving. As a result, the framework administers a critical stance towards the impact that can be ascribed to projects. First, the Value Validation Framework was constructed out of theoretical models enriched with qualitative data from an explorative study among professionals. This framework enabled to assess social design projects and was used in the second part of this thesis, the case study research. In this study, five social design projects are assessed concerning the validity of their claim to realise a particular value with their design. The study provided an increased understanding of how designers structure their design projects and this information was used in the third part of this thesis. In which the analysis was used to reflect on ways to make valid value claims. Social designers involved in the case study research endorse the unique perspective that the Value Validation Framework provides and emphasise that the conducted analysis has provided a meaningful assessment of their social design projects. A commitment to value claim validation provides an opportunity for social designers to enhance their considerations of effect and focus on the substantial impact they accomplish. As a result, contributing to a renewed perspective on how they can enhance their design project and fundamentally commit to a better world.

In this paper, we explore solution directions for the implementation of Safe by Design (SbD) in safety regimes for academic experimentation. SbD is a dynamic and anticipatory strategy for safety regulation in academic research. In this strategy, safety is taken in a broader sense including not only issues of technical precaution of avoiding risks of experimentation but also the societal responsibility of researchers and research institutes of identifying possible future risks. In our research, we have interviewed academic researchers from different disciplines and university support personnel about the factors that enable and limit the possibilities of researchers to implement SbD in safety regimes for experimentation. We articulate our findings in terms of a core set of research values and in terms of conflicts between safety and these research values. And we argue that tools for resolving value conflicts as originating in design for values research can provide directions to solve the value conflicts, and thus help academic researchers to adopt SbD in their experimentation.

In this chapter we consider computer tools for architectural design based on shape grammar design systems, and evaluate the advantages and disadvantage of handing over these tools to inhabitants for the design of their apartments. This evaluation is qualitative by considering the values of inhabitants, architects, and cities that are affected by this hand-over. Shape grammar design systems when applied to architecture enable computer tools to generate new designs and adjustments of existing designs of apartments on the basis of design rules. First, focussing on individual housing, it is argued in this chapter that the use of shape grammar design systems by inhabitants for designing their apartment realises the values of customisation and inhabitant autonomy without compromising design quality and structural safety. Second, focussing on cities, it is argued that a wide-spread use of these grammar design systems creates for cities a bottom-up inhabitant-led renewal of neighbourhoods and urban structures that maintains the social fabric in neighbourhoods and the architectural identity of cities. Values that are less realised by the hand-over are financial feasibility and ecological sustainability. Third, shifting to philosophy of technology, we present shape grammar design systems as a technology for design for values in architecture that allows for flexibility in the values designed for over the longer time periods characteristic to architecture. These systems are a technology that enables the incorporation of values of inhabitants, architects, and cities by the designs of apartments, and they are a technology that enables inhabitants to adjust their apartments through time to their developing needs and wishes.

In this paper we present and assess tools for visualizing architectonic modifications of existing housing in co-design projects with inhabitants. These tools should enable inhabitants to explore and understand design variations of alterations of their houses. This contribution is part of ongoing research on the use of artificial realities for supporting the transformations of existing housing in architectonically responsible ways. Such transformations may be needed after the delivery of housing, say after five years or later, due to changed regulation, the need of updates or changed living conditions of inhabitants. For arriving at architectonically responsible transformations, we use shape grammar system for defining possible modifications of the housing. For empowering inhabitants to understand and explore these modifications to their housing, we develop a transformation grammar tool—MyChanges—to visualize the modifications by three visualization modes, from fully immersive to non-immersive. Interviews and tests with real inhabitants were performed, and preliminary conclusions show that a tool like the MyChanges would have a good acceptance among inhabitants.

In this article, we posit designerly thinking as a family of design approaches that some believe are able to effectively respond to wicked problems. We will scrutinize this premise by revisiting Horst Rittel and Melvin Webber's 1973 article in which the notion of wicked problems was originally introduced. In it, Rittel and Webber note the emergence of a general sense of distrust in professionals in the 1960s and interpret it as a loss of confidence in the then leading approach to addressing societal problems: systems-based planning. Rittel and Webber formulated three dilemmas that societal problems pose, of which the second is their wickedness, and argued that planning does not resolve these dilemmas. In the 2010s, an emerging distrust in professionals has arisen once more, raising the question of whether designerly thinking is equipped to address societal issues. Our review and discussion of Rittel and Webber's three dilemmas reveals that designerly thinking currently does not resolve any of them, as there can always be groups that will oppose certain solutions. We argue that designerly thinking cannot overcome societal pluralism, but that designers can and should interpret social distrust as an invitation to discuss the consequences and their societal equity.

This paper analyzes the increasing use of design tools and methods towards societal goals, and the interrelated approach to technology development it necessitates. Specifically, we argue that design research can assist in developing an anticipatory approach to technology development, which in turn widens future design possibilities. The paper proceeds in four steps. First, a distinction is made between different approaches to normative design, contrasting a precautionary approach (in which societal goals are constraints to design) from a directive approach (in which these goals are situated as design requirements). Second, a similar distinction between two types of normative technology development is made: precautionary (in which technology is created that safeguards societal goals) and directed (in which technology is created that realizes these goals). Third, an alternative approach to technology development is presented, aimed at enabling future technologies to realize precautionary or directed normative design for societal goals, termed anticipatory normative technology development. Such an anticipatory approach is thus conceptualized as an important enabler of normative design. Fourth, questions of how design research can support normative design is explored, highlighting two key roles: design research can create methods for normative design, and it can provide tools for anticipatory normative technology development that enables future normative design. Related to the latter, design research can draw from its established knowledge and methods for driving innovation. To contextualize this analysis, a running example is used throughout: The development of autonomous vehicles for reducing light pollution. Developing the navigation and sensors of autonomous vehicles to operate in low-light conditions is shown to anticipate an emerging social and environmental goal, thus creating the possibility for future normative design innovations.

For the migrants who left the place they were anchored to, the meaning of resettling is much more than the physical transition from one place to another. The journey of migration is also a process of transformation, during which people went through the self-deconstruction and reshape on many levels. For those who went across borders to the Netherlands in their early twenties to study or work, building a new life also means making an adjustment to a new reality where new information, values, cultural norms and social relations flooded in. This process may be filled with excitement and freshness for people who are able to respond positively to the adjustments, while the majority of people have a mixed experience of challenging, overwhelming, stressful or even traumatising situations. In the case of young Chinese migrants in the Netherlands, because of the unique cultural identity brought by history and the Chinese social system, their emotional struggles in the western world are relatively particular and obscure. This graduation project focused on developing a new vision towards migration for client NPC(NextPort Chine) and a design based on this vision. This is formulated in the assignment: Designing a product(or service system) based on research outcomes of the emotional needs of Chinese migrants who are deciding to make or have already made a decision to stay in the Netherlands, by 2025. ViP(Vision in Product Design) method was applied to build a future CHN-NL migration context and define the interaction method in this project. This future context was shaped by two overall determining driving forces and seven sub driving forces. Twelve cases in which people struggle personally or socially during the migration journey were finally revealed. After evaluating if the twelve cases were meaningful, in line with company scope, and potential to be developed into a functional product, two of the cases were finally chosen to be targeted design goal: Goal A: To help people restore their inner balance again after the impact of the migration process when people’s inner reality is confronted which can cause a psychological imbalance.
Goal B: To help people make peace with loneliness. After defining the ways of accomplishing the two design goals, two design solutions were then proposed to realise each of the design goals. Generated from Goal A, a mental care mini-program embedded in WeChat Application was designed to help with emotional struggles among young Chinese migrants to the Netherlands. Both peer support and access to professional mental therapy were provided to reduce the psychological imbalance. Generated from Goal B, a toolkit including deconstruction of the feeling of loneliness and a zine of loneliness objects was designed to help people cope with the emotions and rebuild self-esteem. Apart from evaluating the final outcome, suggestions for further design improvements and recommendations for future implementation were given in the last chapter.

This paper proposes that autonomous vehicles should be designed to reduce light pollution. In support of this specific proposal, a moral assessment of autonomous vehicles more comprehensive than the dilemmatic life-and-death questions of trolley problem-style situations is presented. The paper therefore consists of two interre-lated arguments. The first is that autonomous vehicles are currently still a technol-ogy in development, and not one that has acquired its definitive shape, meaning the design of both the vehicles and the surrounding infrastructure is open-ended. Design for values is utilized to articulate a path forward, by which engineering ethics should strive to incorporate values into a technology during its development phase. Second, it is argued that nighttime lighting—a critical supporting infrastructure—should be a prima facie consideration for autonomous vehicles during their development phase. It is shown that a reduction in light pollution, and more boldly a better balance of lighting and darkness, can be achieved via the design of future autonomous vehicles. Two case studies are examined (parking lots and highways) through which autono-mous vehicles may be designed for “driving in the dark.” Nighttime lighting issues are thus inserted into a broader ethics of autonomous vehicles, while simultaneously introducing questions of autonomous vehicles into debates about light pollution.@en

In this contribution it is argued that in responsible design engineers should be transparent towards stakeholders about the goals they intend to realise with their designs. The emergence of responsible design in, e.g., value-sensitive design, design for values, social design, nudging and positive design, is to be welcomed. It has however the weakness of overconfidence which may lead engineers to suspend earlier commitments to society as given in engineering codes of conduct and ethics, and practices of seeking informed consent and taking blame. It is argued that these earlier commitments lead to the requirement that engineers should be transparent about the goals in responsible designs. Providing this transparency support moreover the societal acceptance of responsible design since it positions engineers doing responsible design as subscribing to values such as respect, honesty and trust. I illustrate the argument with a case of social design and a case of nudging.@en

This paper presents a post-handover shape grammar for introducing inhabitants wishes in the transformation of individual houses of the Malagueira housing complex by Álvaro Siza Vieira in Évora, Portugal. The presented research includes a case study developed in the context of the workshop Gramática da Forma em estudos de habitação - análise, geração e customização at the Universidade Federal do Rio de Janeiro, Brazil. In this paper we present the first developments of the Malagueira transformation grammar, including corpus of analysis, shape rules, and derivations, and we discuss the opportunities that shape grammar brings to user-centered design.@en

This paper introduces the special issue The societal impact of the emerging quantum technologies as a contribution to a more inclusive societal debate on quantum technologies. It brings together five contributions. Three are authored by quantum technology researchers who give explorations of the possible impacts of quantum technologies on science, industry and society. The fourth contribution discusses within the framework of responsible research and innovation, the ways in which quantum technologies and the societal debate about them are presented in European policy documents. The final contribution analyses how the popularisation of quantum theory for wider audiences has evolved, and can be improved, with the emergence of quantum technologies. This introduction is also a call for a renewed effort to make quantum theory understandable. A preamble to a societal debate about quantum technologies is that all stakeholders understand these technologies to a reasonable degree, and the current framing of quantum theory as enigmatic in not helpful to meeting this. It is argued that philosophers of physics can help overcome this framing by explaining how quantum theory and quantum technologies are similar to every-day descriptions and technologies.
