Abstract

Open government is a worldwide trend. Many countries started implementation process a few years ago in different topics such as: information access, transparency, accountability and open data. However, this process has different outcomes and meanings related to the Open Government concept. The purpose of this panel is to discuss the use of the feasibility of the use of MOOCS in the virtual education program. Panelists use the example of the Transnational Open Government Virtual Education Project, sponsored by ERASMUS and promoted by the Spanish social network NovaGob. Some questions of discussion will address topics such as: government culture, MOOCS and virtual education challenges; open government education programs for bureaucracy.
