A physical model is used to find the answer to this question. The main finding of this research is that a hollow, perforated structure can act both as an artificial reef that provides a safe habitat for marine life, and as a breakwater that provides sufficient coastal protection. Moreover, a new empirical relation was derived for a smooth impermeable breakwater, rubble mound breakwater, and a hollow perforated breakwater with an impermeable screen inside.
