Abstract

Samenvatting In de Nota Ruimte is aangegeven dat een nadere begrenzing van de gebieden met bijzondere ecologische waarden zal plaatsvinden in het Integraal Beheerplan Noordzee 2015 (IBN 2015). Dit rapport geeft daartoe voorstellen, die gebaseerd zijn op de criteria van de Vogelen de Habitatrichtlijn (EU) en van de OSPAR- regelgeving. Daarbij is nagegaan welke gebieden kwalificeren als Habitatrichtlijn-typen zandbank, rif of als biogene structuur; verder is nagegaan in welke gebieden soorten voorkomen in aantallen die voldoen aan de Vogel- of Habitatrichtlijn-criteria; tenslotte is nagegaan welke gebieden voldoen aan de OSPAR-criteria, telkens met de nadruk op een bijzondere ecologische waarde in de vorm van een relatief hoge biodiversiteit. Naast voorstellen voor begrenzing geeft dit rapport tevens een beschrijving van de gebruiksfuncties op het NCP en een indicatie van de invloed die deze functies hebben op de te beschermen natuurwaarden van de voorgestelde gebieden. Summary The National Spatial Strategy states that a further determination of boundaries of areas with special ecological values will take place in the Integral Management Plan North Sea 2015 (IMPN 2015)2 In this report we are submitting proposals based on the criteria of the Birds and Habitats Directives (EU) and of the OSPAR instructions. We have examined which areas qualify under the Habitats Directive as sandbanks, reefs or biogenic structures. Furthermore we have examined in which areas populations of species occur that qualify for the Birds and Habitats Directives criteria. Finally, we have examined which areas meet the OSPAR criteria, each time emphasizing the special ecological values with respect to a relatively high biodiversity. In addition to proposals for the boundaries, this report provides a description of the activities occurring on the DCS and an indication of the impact these functions have on the natural values to be protected in the proposed areas.
