Abstract
Public-private partnership agreements can be seen as government making use of private law to achieve planning objectives. Public-private partnerships (PPP’s) have extensively been used in urban development projects during the past few decades in the Netherlands (and elsewhere around the globe). A lot of experience has been gained regarding PPP’s, in particular on the local level. However, from the legal viewpoint, critical comments can be made regarding the use of public-private partnerships for urban development; in particular regarding PPP joint-ventures.
