Abstract
Volgens de Omgevingswet hebben naast gemeenten ook private initiatiefnemers participatieverplichtingen. Fred Hobma, onderzoeker Omgevingsrecht bij de TU Delft, legt uit waarom er goede redenen om daarbij in te zetten op zowel contacten als contracten.
