Abstract

This article aims to analyze whether federal Science, Technology and Innovation
initiatives to tackle the Covid-19 pandemic in Brazil have the potential to be structured as a Mission-Oriented Policies (MOP). A qualitative research was carried out divided into five stages. Despite having valuable assets, the weakening and lack of mobilization of different capacities has severely restricted the possibilities of building a POM anchored in the mapped C, T & I initiatives.
