Abstract

The rapid growth of commercial drone raises concern regarding its close operation to the public. This research aims to support the development of commercial drone that also align with the concept of responsible research and innovation. To achieve this aim, first, the development of drone technology will be analyzed by identifying the influence of commercial drone regulation for the drone manufacturer. Second, the initiative to balance the needs of the drone manufacturer to develop commercial drone and the regulation as a means of governance for the commercial drone will be evaluated by identifying the current stakeholders’ engagement process in the commercial drone industry.
