Abstract

Engineering SMEs increasingly depend on effective personnel–project allocation to remain competitive in knowledge-intensive environments. This research develops and evaluates a capability-based framework that supports project staffing by making employee capabilities explicit. Using a Design Science Research approach, a capability map was developed and applied within a Dutch engineering SME. Capability data were collected through self-assessments and analyzed to create organizational capability overviews and individual capability profiles. The results provide insight into the distribution of expertise and support more informed allocation decisions. The evaluation indicates that the framework improves the visibility of employee capabilities and has the potential to support both personnel–project allocation and long-term capability development.
