Abstract
The urban mobility landscape, driven by micromobility and Mobility as a Service (MaaS), offers solutions for the last mile challenge but is hindered by data fragmentation and misaligned stakeholder objectives. These issues lead to inefficiencies and slow progress toward sustainable urban transport. This thesis develops a practical collaborative framework to promote data sharing and align interests among municipal governments, transit agencies, and private operators. Using a qualitative case study in Zeeland, Netherlands, with interviews of nine mobility stakeholders, the study finds that competition and data privacy concerns are major barriers to collaboration. The result is a structured five step framework guiding stakeholders through: 1) Objective Alignment, 2) Boundary Setting and Data Evaluation, 3) Current State Assessment, 4) Solution Design and Governance, and 5) Continuous Feedback. This roadmap helps overcome silos, enhance data driven decision making, and deliver more integrated, sustainable, and user focused last mile mobility solutions.
