Abstract

This thesis studies which delay and efficiency factors play a role in the planning phases of Dutch infrastructure renewal projects. By combining a literature review, a multiple-case study, and expert validation, the research shows that delays mainly arise from unclear scope, stakeholder dependency with fragmented collaboration, and reactive knowledge-based risk management. The study also identifies and assesses improvement directions related to standardisation, repeatability, and knowledge reuse within portfolio-based projects. The main conclusion is that faster progression requires not only more efficient processes, but also better coordination, earlier scope convergence, and stronger organisational learning across comparable projects.
