The Port of Rotterdam is searching for a strategy to close the timespan between commercial (functional)- and technical lifetime of for (customer-) infrastructure so that the alternative value of the construction increases by a new way of formulating the Program of Requirements. In this thesis the bottlenecks are pointed out in the current tendering and procurement procedures followed by a methodology to compose a more future-proof Program of Requirements.
