SAMENVATTING Het Zoute wateren EcotopenStelsel (ZES.1) is een instrument waarmee het potentiële voorkomen van habitats van de bodem van brakke en zoute Rijkswateren in kaart kan worden gebracht, voorspeld kan worden en vergeleken kan worden met een situatie in het verleden. Fysische omgevingsfactoren bepalen via verschillende processen primair het voorkomen van habitats en daarmee levensgemeenschappen. Op basis van de meest belangrijke fysische omgevingsfactoren en processen zijn een aantal abiotische indelingskenmerken en bijbehorende variabelen en de klassengrenzen worden de ecotopen beschreven en samengenomen in een hiërarchisch opgebouwd ecotopenstelsel. Het instrument kan toegepast worden bij beleids- en beheersvoorbereidingen, zoals toekomstverkenningen, milieu-effect-rapportages (MER) en het formuleren van beleidsdoelen. In de KaderRichtlijn Water en in de Vogel- en Habitatrichtlijn kan de ecotopenbenadering worden gebruikt bij de beschrijving van de referentiesituatie van de biologische kwaliteitselementen of de insthoudingdoelstellingen. Het ZES.1 maakt deel uit van een serie rapporten die zijn vervaardigd binnen het Rijkswateren Ecotopen Stelsels (RWES). In deze serie wordt voor alle soorten rijkswateren een ecotopenstelsel beschreven, waarbij het ZES.1 de brakke en zoute rijkswateren omvat. SUMMARY The Dutch Ecotope System for Coastal Waters (ZES.1) is a tool enabling the potential occurrence of habitats on the bed of brackish and saline national waters to be mapped, to be predicted and to be compared with a previous situation. Physical environmental factors mainly determine via several processes the occurrence of habitats and with it ecological communities. Based on the main physical environmental factors and processes, we selected a number of abiotic classification characteristics and accompanying variables that may represent these environmental characteristics in a map. Based on the variables and class boundaries we describe the ecotopes and set them up in a hierarchically arranged ecotope system. The tool may be applied in policy and management preparations, such as future surveys, environmental impact statements (EIS) and the formulation of policy objectives. The approach with ecotopes may be used in the description of the reference conditions of biological quality elements or preservation objectives within the scope of the Water Framework Directive and the Bird and Habitats Directives. ZES.1 is part of a series of reports made within the project RijksWateren Ecotopen Stelsels (RWES) (Ecotope Systems for National Waters). This series describes ecotope systems for all types of national waters, ZES.1 comprising the brackish and saline national waters. NB In The Netherlands the term ´ecotope´ is used, which is comparable to the term ´habitat´ as used in Europe, e.g. the European regulations. Although in European context ´habitat´ is the common term, we prefer the term ´ecotope´ as we consider this as more appropriate. ´Ecotope´ refers to the ecosystem as it can be mapped. ´Habitat´ refers, originally, only to the abstract description of the living environment of one single species.
