Communal rangelands in South Africa are generally perceived as overgrazed owing to complexities in their histories and collective utilisation which often leads to improper management. A suitable solution has not been found in land management policies because local people’s contexts and their indigenous knowledge are ignored. Hence, this paper is aimed at (i) assessing the role indigenous knowledge can play in communal rangeland management, (ii) exploring working solutions to incorporate indigenous knowledge into effective communal rangeland management and land use policies, (iii) assessing mechanisms for generational transfer of indigenous knowledge. Findings from the Participatory Geographic Information System (PGIS) and Focus Group Discussion, conducted with Cata and Guquka villages in the Eastern Cape province were synthesised. This revealed that communal farmers have in-depth knowledge of their communal land, past and present rangeland management strategies and changes in rangeland condition. However, there is breakdown in the indigenous knowledge system whereby this knowledge is not being transferred and translated into good rangeland management practice, owing to the ageing population of communal farmers, limited youth involvement in livestock farming and limited access to extension services. This suggests a need for new policy approaches that would include participation of local people in policy planning and development.@en

This paper provides a historical perspective on the evolution of water governance in the Republic of Ireland where long-term shifts in agricultural activities, demographic characteristics, water and debates over drinking water supply charges have influenced water resources governance and the integration of management practices. Drawing on threads from the past, the paper first describes how water governance from the early 1950s focused on rural access to water, pollution control and monitoring. With the advent of the Water Framework Directive in 2003, the crux of policy and management practices changed, with 81% of present policies mirroring Integrated Water Resource Management principles. However, issues such as the implementation of drinking water supply water charges and equitable access to water resources remain controversial. Looking to the future, the effects of climate change and land use planning, as well as demographic changes and international legislation are among those factors influencing water policy and management in the Republic of Ireland. Structured stakeholder engagement and further research directed at improving water quality is advocated to promote a sustainable and equitable water future.@en

Public communication on water availability is pivotal in highlighting water conservation needs as droughts impact water resources for critical use, such as drinking water quality and accessibility. This paper presents the results of research into public communication on water availability and the implementation of water conservation measures in the Republic of Ireland. The paper analyses social media (Twitter and Facebook) communication and newspaper publications from 2018 to 2020 on water conservation and drought events, in addition, to undertaking six key stakeholder interviews made up of journalists (n = 4), political representatives (n = 1), and a water and communication expert (n = 1). Our analysis indicates that Irish newspapers' coverage of drought and water availability was greater in 2018 compared to 2020. Uncertainty and risk was also identified as the prevalent frame, used by newspapers to cover drought events. Although the sentiments in communications on drought by the national utility, Irish Water, were scored as positive (63%), its engagement with the public on social media was considerably limited. Accessible information platforms that provides data and information on water resources were also found; nevertheless, no comprehensive national drought information management system nor national drought plan have been developed. Based on our findings, we demonstrate the need for public engagement and collaborative efforts to communicate drought and water conservation measures led by An Fóram Uisce|The Water Forum. Recommendations made in this study also aim to influence decision-making and awareness among stakeholders regarding drought communication on water conservation and resources availability.@en

The unprecedented scale and impact of COVID-19 pandemic, and the accompanying lockdown implemented across many countries, has exacerbated water scarcity and security globally. Many European governments have introduced policy interventions to mitigate and protect their economies. Yet, water resources, which are a potential enabler in revitalising Europe's economy, have received few of such policy interventions since the World Health Organization declared the COVID-19 outbreak as a public health emergency only in January 2020. Our scoping review of preliminary government responses of 27 European countries revealed that only 11 (40.7%) of these countries implemented at least one policy intervention that considered the water sector. These interventions were typically short-term measures involving either full cost absorption or deferment of water bills. Much attention on water governance and management processes, policies and financial investments required to augment the resilience of the water sector amid a growing scarcity of freshwater, triggered by extreme climate variation and also by COVID-19 pandemic should therefore be central to post COVID-19 recovery efforts in Europe. This paper also proposes future research directions, including a study that will harmonise water demand and consumption trends during the pandemic in Europe and an assessment on how the water sector can withstand possible external shocks in future.@en
