Green hydrogen is seen as the future for decarbonizing industrial sectors in the Netherlands. A key strategy for its adoption is the development of on-site storage facilities, enabling industrial companies to balance variable supply with high energy demand. However, the absence of a clear and supportive institutional framework hampers large-scale adoption. Existing research focuses heavily on technological solutions, overlooking the interplay between regulations and stakeholder behavior. This study addresses that gap by using an agent-based model (ABM) to simulate stakeholder interactions under different storage ownership scenarios. The results inform actionable policy recommendations for regulatory frameworks that promote safety, scalability, and collaboration—paving the way toward a sustainable hydrogen system.
