In the Upper Citarum Basin in Java, Indonesia, the Creative Policy Generation Method was used to study the applicability of the integrated Business Model Canvas (Osterwalder, 2010) and the creation track (Gray, 2010), which is a creative, solution-focused thinking theory. The goal in the Upper Citarum Basin was to create better, safer and more sustainable living conditions for the residents in the basin. The combination of emerging physical issues (flood, erosion, sedimentation, pollution, water scarcity, uncontrolled urbanization and land subsidence), poor living conditions, poor policy execution by the government and generally inflexible, government-reliant communities have caused a degradation of the basin and thus the living conditions. This research focuses on testing the Creative Policy Generation Method for Integrated Water Resources Management in Indonesia. The method incorporates three phases in order to devise alternative policy concepts to solve complex problems in multi-stakeholder settings. The three phases are: Assessment: Assessing the strengths, weaknesses, opportunities and threats to the physical, institutional and social economic aspects. Generation: Creating ideas for new policy concepts. These ideas will ultimately be presented in a Business Model Canvas. Evaluation: Evaluate the policies regarding their strategic value, risks and economical value. During workshops in the generation phase, the issues mentioned above were discussed and alternative policy concepts were generated. This resulted in seven concept policies, which focus on creating solutions in an informal and un-structured manner. By integrating educational and social economic characteristics, the policy concepts require a lower investment and can be tested on a smaller scale. This provides the opportunity to obtain data, learn from this information, alter the concept policies and make them more effective. From the perspective of this study, the Creative Policy Generation Method achieved positive results. It has been proven that business models and creation tracks are applicable in the field of Integrated Water Resources Management, but it has also been found that iterations are needed in the future to optimize this method.
