Abstract

The New European Bauhaus (NEB) initiative, launched by the European Commission, promotes neighbourhoods that are sustainable, inclusive, and aesthetically engaging. NEB-STAR is one of six EU-funded lighthouse projects that aim to translate NEB values and principles into practice by testing innovative governance and financing models for urban transformation.

This solution booklet describes the framework for NEB-STAR’s financial and partnership models. It evaluates both achievements and challenges, offering recommendations based on real-world experiences and international collaboration. The focus lies on two dimensions. First, the application of financial mechanisms such as public-private partnerships, social impact bonds, and tokenisation. Second, the development of partnership models that align municipal, private, and community interests for long-term value creation.
