To mix or not to mix: comparing the safety of bicycle facilities on 30 km/h distributor roads in Amsterdam

Abstract

The introduction of 30 km/h distributor roads (GOW30) as a new road category
in the Netherlands has raised the question for road authorities whether physical
separation between cyclists and motor vehicles remains necessary at lower speeds. This study investigated the safety of bicycle tracks and bicycle lanes on GOW30 roads in Amsterdam across road segments and intersections. 572 police-registered bicycle-motor vehicle crashes from 2024 and 2025 were analysed using crash prediction modelling. On road segments, bicycle lanes had approximately three times the expected crash frequency of bicycle tracks, after accounting for segment length, bicycle volume, motor vehicle volume and V85 speed. At intersections however, no statistically significant difference was found between the two facility types. The results indicate that the lower speed limit on GOW30 roads do not make bicycle lanes comparable to bicycle tracks in terms of segment level safety.
