Abstract

During Sandy, three of the biggest hospitals in Manhattan had to evacuate their patients in emergency under the condition of the power outage. Staffs delivered more than four hundreds patients by labor through the staircases from more than twenty stories while ambulances were waiting under the rain to evacuate patients to other safer hospitals. Although, fortunately there was no death during this evacuation, how to set up a safer plan of emergency evacuation is the main aim of this proposal.
