Privacy, Encryption and Counter-Terrorism

Privacy is an important moral right but so is security, including security from terrorist attacks. Encryption protects privacy rights but also affords protection to terrorists and impedes legitimate counter-terrorist operations. This chapter analyses this ethical dilemma.
