Electricity access is an important issue and building capacity for it requires drawing relevant lessons from past policies. In this study, we evaluate the effect of the Jyotigram Yojana, or the lighted village scheme, a supply-side policy intervention during 2003–08 to increase rural electricity access in Gujarat, India. We hypothesize that policy implementation is associated with increased electricity consumption. To test this hypothesis, we exploit variation in the timing of policy implementation at the village level, and use a generalized difference-in-differences strategy for identification. Further, we use night-time luminosity measured through remote sensing as a proxy for electricity consumption, and control for weather, village fixed effect, year fixed effect, and village or administrative block specific time trend. We find that while the overall effect of the policy on night-time luminosity was not statistically significant, the effects were likely heterogeneous, with the night-time luminosity increasing in some districts after policy implementation and decreasing in others. We conclude that the policy might have had a re-distributive effect on electricity access or consumption and recommend adopting a more holistic approach – incorporating both supply-side and demand-side measures – to increase electricity access.

Although policy entrepreneurship is essential for fostering policy innovations to achieve sustainable development, the literature has conflated different types of entrepreneurship and disaggregated it using inconsistent terminology. We conceptualize entrepreneurship using a six-stream variant of the multiple streams framework (MSF)—which addresses key limitations of the original MSF—to examine entrepreneurial activities in the case of the Jyotigram Yojana, a widely recognized policy innovation for managing the energy–water nexus in Gujarat, India. We find that whereas policy and political entrepreneurship no doubt played a significant role in coupling the streams and fostering this policy innovation, the process broker, program champion, and technology innovator were also important in policy formulation, implementation, and “success.” We conclude that the six-stream variant of MSF is useful for identifying and distinguishing various types of entrepreneurship involved in policy innovation for sustainability.

Although well-designed consumer electricity pricing can improve access, contribute to higher metering, increase penetration of energy efficient technologies, limit extent of the rebound effect, and influence viability of electricity distribution utilities in India, there has been no comprehensive, policy-relevant assessment of price elasticities of electricity demand in the country. The objective of this study is to estimate price elasticity of residential electricity consumption and disaggregate it by state, rural and urban residence, and income categories to provide evidence for electricity tariff setting in India. We combine survey data from five rounds of nationally-representative household consumption expenditure surveys covering the period 2005–2012 with administrative data on electricity deficit and improve on methods applied in previous studies by estimating price elasticities using a quadratic form to account for constraints in electricity supply. We find that while the average price elasticity at the national level is −0.39 (95% confidence interval: −0.46, −0.31), it varies significantly by state, rural and urban residence, and income categories. Our results indicate that a “one ‘price’ fits all” policy may not be an effective approach to electricity tariff setting in India and a data-driven understanding of heterogeneities in price elasticities can better inform residential electricity tariff design in the country.
