This paper surveys foundational ethical issues that attach to the Internet of Things (IoT). In Section 1, we provide an overview of the technology, indicating both current and future applications. Subsequent sections consider particular ethical issues, including: informed consent (Section 2), privacy (Section 3), information security (Section 4), physical safety (Section 5), and trust (Section 6). Section 7 emphasizes that these ethical issues do not exist in isolation, but converge and intersect in myriad ways. And that these issues are not comprehensive, but rather are foundational starting points that stand to be expanded and further elucidated through future research.@en

Transparency is important for liberal democracies; however, the value of transparency is difficult to articulate. In this article we articulate transparency as an instrumental value for providing what we call ensurance and assurance to liberal democratic citizens. Ensurance refers to the property of liberal democracies which prevents it from sliding into authoritarianism and assurance is the property whereby citizens are assured that ensurance exists. Looking at the rise of bulk data collection and use afforded by information communication technologies, this paper focuses on the way that technologies disrupt relations between the state and its citizens, and suggests Value Sensitive Design as a methodology to protect key aspects of liberal democracies. Bulk data collection makes the achieving of ensurance and assurance more difficult due to two types of opacity which arise as a result of the practice: technical opacity—the difficulty for citizens to understand the technology behind bulk data collection; and, algorithmic opacity—opacity which results from properties inherent to algorithms which guide the collection and processing of bulk data. Design requirements will be suggested to respond to the disruptions caused by ICTs between liberal democracies and their citizens which threaten the necessary value for liberal democracies of representativeness.@en

Autonomous vehicles, and the larger socio-technical systems that they are a part of are likely to have a deep and lasting impact on our societies. Trust is a key value that will play a role in the development of autonomous driving systems. This paper suggests that trust of autonomous driving systems will impact the ways that these systems are taken up, the norms and laws that guide them and the design of the systems themselves. Further to this, in order to have autonomous driving systems that are worthy of our trust, we need a superstructure of oversight and a process that designs trust into these systems from the outset. Rather than banning or avoiding all autonomous vehicles should a tragedy occur, despite these systems having some level of risk, we want resilient systems that can survive tragedies, and indeed, improve from them. I will argue that trust plays a role in developing these resilient systems.@en

This article argues that there is a duty of care held by the State to military veterans who have been technologically enhanced as part of their military service. It suggests that enhancements may be permanent, persistent or protracted and demonstrates how enhancements generate additional moral responsibilities from the chain of command. The paper concludes by demonstrating how this institutional duty of care relates to issues such as informed consent.@en

In recent years, extremists have increasingly turned to online spaces to distribute propaganda and as a recruitment tool. While there is a clear need for governments and social media companies to respond to these efforts, such responses also bring with them a set of ethical challenges. This paper provides an ethical analysis of key policy responses to online extremist propaganda. It identifies the ethical challenges faced by policy responses and details the ethical foundations on which such policies can potentially be justified in a modern liberal democracy. We also offer an ethical framework in which policy responses to online extremism in liberal democracies can be grounded, setting clear parameters upon which future policies can be built in a fast-changing online environment.@en

As liberal democracies grapple with the evolution of online political extremism, in addition to governments, social media and internet infrastructure companies have found themselves making more and more decisions about who gets to use their platforms, and what people say online. This raises the question that this paper explores, who should regulate extremist content online? In doing so the first part of the paper examines the evolution of the increasing role that social media and internet infrastructure companies have come to play in the regulating extremist content online, and the ethical challenges this presents. The second part of the paper explores three ethical challenges: i) the moral legitimacy of private actors, ii) the concentration of power in the hands of a few actors and iii) the lack of separation of powers in the content regulation process by private actors.@en

Cyberspace relies on information technologies to mediate relations between different people, across different communication networks and is reliant on the supporting technology. These interactions typically occur without physical proximity and those working depending on cybersystems must be able to trust the overall human–technical systems that support cyberspace. As such, detailed discussion of cybersecurity policy would be improved by including trust as a key value to help guide policy discussions. Moreover, effective cybersystems must have resilience designed into them. This paper argues that trustworthy cybersystems are a key element to resilient systems, and thus are core to cybersecurity policy. The paper highlights the importance of trustworthiness for resilient cybersystems. The importance of trustworthiness is shown through a discussion of three events where trustworthiness was the target or casualty of cyberattacks: Stuxnet, hacking of communications and the Edward Snowden revelations. The impact of losing trust is highlighted, to underpin the argument that a resilient cybersystem ought to design in trustworthiness. The paper closes off by presenting a general set of policy implications arising from recognition of the interplay between trust, trustworthiness and resilience for effective cybersecurity.@en
