No-regret in water management decision-making
Exploring perspectives in Dutch water policymaking
This study examines how different stakeholders in the Netherlands perceive no-regret measures in water management under deep uncertainty. Using a theoretical framework and Q-methodology, three perspectives are identified: technocratic, adaptive-egalitarian, and minimalist. While there is consensus on the importance of research and scenario analysis, the perspectives differ significantly in their views on adaptivity, uncertainty, and decision-making.
