A New Carrier for Old Assumptions?

Abstract

This paper presents an anticipatory approach to energy justice by focusing on the nascent justice and inclusion implications of imagined publics in vision documents for the hydrogen transition in the Netherlands. Based on the results of an interpretive qualitative content analysis of twenty-one vision documents, we develop the thesis that publics, in their various roles and compositions and with their diverse demands, are not always acknowledged nor correctly represented in the hydrogen transition. Non-recognition and misrecognition of publics in these pre-policy documents is problematic and unjust and can result in additional distributive and procedural justice issues once imagined publics become performed in and by policy implementation, technology, and infrastructure. Recommendations for a more just and inclusive hydrogen transition are provided.
