Fractal analysis relies on scale invariance and the concept of fractal dimension enables one to characterize and quantify the space filled by a geometrical set exhibiting complex and tortuous patterns. Fractal tools have been widely used in hydrology but seldom in the specific context of urban hydrology. In this paper, fractal tools are used to analyse surface and sewer data from 10 urban or peri-urban catchments located in five European countries. The aim was to characterize urban catchment properties accounting for the complexity and inhomogeneity typical of urban water systems. Sewer system density and imperviousness (roads or buildings), represented in rasterized maps of 2m × 2m pixels, were analysed to quantify their fractal dimension, characteristic of scaling invariance. The results showed that both sewer density and imperviousness exhibit scale-invariant features and can be characterized with the help of fractal dimensions ranging from 1.6 to 2, depending on the catchment. In a given area consistent results were found for the two geometrical features, yielding a robust and innovative way of quantifying the level of urbanization. The representation of imperviousness in operational semi-distributed hydrological models for these catchments was also investigated by computing fractal dimensions of the geometrical sets made up of the sub-catchments with coefficients of imperviousness greater than a range of thresholds. It enables one to quantify how well spatial structures of imperviousness were represented in the urban hydrological models.@en

Currently there is no internationally accepted framework for assessing the readiness of innovations that reduce disaster risk. To fill this gap, BRIGAID is developing a standard, comprehensive Testing and Implementation Framework (TIF). The TIF is designed to provide innovators with a framework for innovation and guidelines for assessing an innovation’s technical effectiveness, its social acceptance, and its impact on key socio-economic and environmental sectors. The vision is that the TIF will become the standard framework used to assess the effectiveness of climate adaptation innovations and the European quality label for testing.@en

Weather extremes have harmful impacts on communities around Lake Victoria in East Africa. Every year, intense nighttime thunderstorms cause numerous boating accidents on the lake, resulting in thousands of deaths among fishermen. Operational storm warning systems are therefore crucial. Here we complement ongoing early warning efforts based on numerical weather prediction, by presenting a new satellite data-driven storm prediction system, the prototype Lake Victoria Intense storm Early Warning System (VIEWS). VIEWS derives predictability from the correlation between afternoon land storm activity and nighttime storm intensity on Lake Victoria, and relies on logistic regression techniques to forecast extreme thunderstorms from satellite observations. Evaluation of the statistical model reveals that predictive power is high and independent of the type of input dataset. We then optimise the configuration and show that false alarms also contain valuable information. Our results suggest that regression-based models that are motivated through process understanding have the potential to reduce the vulnerability of local fishing communities around Lake Victoria. Application of weather radar data in urban hydrological applications has evolved significantly during the past decade as an alternative to traditional rainfall observations with rain gauges. Advances in radar hardware, data processing, numerical models, and emerging fields within urban hydrology necessitate an updated review of the state of the art in such radar rainfall data and applications. Three key areas with significant advances over the past decade have been identified: (1) temporal and spatial resolution of rainfall data required for different types of hydrological applications, (2) rainfall estimation, radar data adjustment and data quality, and (3) nowcasting of radar rainfall and real-time applications. Based on these three fields of research, the paper provides recommendations based on an updated overview of shortcomings, gains, and novel developments in relation to urban hydrological applications. The paper also reviews how the focus in urban hydrology research has shifted over the last decade to fields such as climate change impacts, resilience of urban areas to hydrological extremes, and online prediction/warning systems. It is discussed how radar rainfall data can add value to the aforementioned emerging fields in current and future applications, but also to the analysis of integrated water systems.@en

This report focuses on the methodological development of the testing and implementation framework (TIF) for increasing the socio-technical readiness of climate adaptation innovations and assessing their impact on different socio-economic and environmental sectors. It is designed to be read by innovators and used as a supporting document for the application of different toolboxes made available through BRIGAID. In this report, Chapter 2 provides an overview of the different components of the TIF, including an overview of the planned testing phases. Definitions for the Performance Indicators (PI) are provided in Chapter 3, which also includes a description of how the test results which are to be integrated into the Climate Innovation Window (CIW) (in WP7). Elaborated guidelines for testing are provided in Chapters 4-6. Specifically, guidelines for assessing the technical effectiveness of innovations are provided in Chapter 4; guidelines for assessing the impact of an innovation on the environment and socio-economic sectors that will feel direct consequences of climate change are provided in Chapter 5; guidelines for assessing the societal acceptance of innovations in Chapter 6.@en
