The purpose of the MANILA24 Workshop on information retrieval for climate impact was to bring together researchers from academia, industry, governments, and NGOs to identify and discuss core research problems in information retrieval to assess climate change impacts. The workshop aimed to foster collaboration by bringing communities together that have so far not been very well connected -- information retrieval, natural language processing, systematic reviews, impact assessments, and climate science. The workshop brought together a diverse set of researchers and practitioners interested in contributing to the development of a technical research agenda for information retrieval to assess climate change impacts.

The 2021 summer flooding was an extremely rare event, driven by precipitation extremes that exceed Dutch design levels for flood protection of relatively small rivers and waterways. However, similar events in neighboring locations cannot be ruled out in the near future. The implications of such extreme rainfall amounts will vary by region, subject to local topography, water systems, and societal exposure. We explore the diversity of potential flood impacts induced by a similar event by constructing impact-oriented event storylines for characteristic water management regions in the Netherlands. The plausibility of the storylines is underlined by using physical evidence, proven impact-modelling concepts, and expert judgment successfully assessing the (sometimes unexpected) outcomes. The approach supports impact assessment and risk management of extraordinary rainfall and flood events. The outcomes show the relevance for crisis management and spatial policies, and confirms the need for in depth-analysis to assess concrete adaptation options.

The co-occurrence of (not necessarily extreme) precipitation and surge can lead to extreme inland water levels in coastal areas. In a previous work the positive dependence between the two meteorological drivers was demonstrated in a managed water system in the Netherlands by empirically investigating an 800-year time series of water levels, which were simulated via a physical-based hydrological model driven by a regional climate model large ensemble. In this study, we present an impact-focused multivariate statistical framework to model the dependence between these flooding drivers and the resulting return periods of inland water levels. This framework is applied to the same managed water system using the aforementioned large ensemble. Composite analysis is used to guide the selection of suitable predictors and to obtain an impact function that optimally describes the relationship between high inland water levels (the impact) and the explanatory predictors. This is complex due to the high degree of human management affecting the dynamics of the water level. Training the impact function with subsets of data uniformly distributed along the range of water levels plays a major role in obtaining an unbiased performance. The dependence structure between the defined predictors is modelled using two- and three-dimensional copulas. These are used to generate paired synthetic precipitation and surge events, transformed into inland water levels via the impact function. The compounding effects of surge and precipitation and the return water level estimates fairly well reproduce the earlier results from the empirical analysis of the same regional climate model ensemble. Regarding the return levels, this is quantified by a root-mean-square deviation of 0.02gm. The proposed framework is able to produce robust estimates of compound extreme water levels for a highly managed hydrological system. Even though the framework has only been applied and validated in one study area, it shows great potential to be transferred to other areas. In addition, we present a unique assessment of the uncertainty when using only 50 years of data (what is typically available from observations). Training the impact function with short records leads to a general underestimation of the return levels as water level extremes are not well sampled. Also, the marginal distributions of the 50-year time series of the surge show high variability. Moreover, compounding effects tend to be underestimated when using 50-year slices to estimate the dependence pattern between predictors. Overall, the internal variability of the climate system is identified as a major source of uncertainty in the multivariate statistical model.

Integration of simulated and observed states through data assimilation as well as model evaluation requires a realistic representation of soil moisture in land surface models (LSMs). However, soil moisture in LSMs is sensitive to a range of uncertain input parameters, and intermodel differences in parameter values are often large. Here, the effect of soil parameters on soil moisture and evapotranspiration are investigated by using parameters from three different LSMs participating in the European Land Data Assimilation System (ELDAS) project. To prevent compensating effects from other than soil parameters, the effects are evaluated within a common framework of parsimonious stochastic soil moisture models. First, soil parameters are shown to affect soil moisture more strongly than the average evapotranspiration. In arid climates, the effect of soil parameters is on the variance rather than the mean, and the intermodel flux differences are smallest. Soil parameters from the ELDAS LSMs differ strongly, most notably in the available moisture content between the wilting point and the critical moisture content, which differ by a factor of 3. The ELDAS parameters can lead to differences in mean volumetric soil moisture as high as 0.10 and an average evapotranspiration of 10%-20% for the investigated parameter range. The parsimonious framework presented here can be used to investigate first-order parameter sensitivities under a range of climate conditions without using full LSM simulations. The results are consistent with many other studies using different LSMs under a more limited range of possible forcing conditions.

The temporal signature of terrestrial storage changes inferred from the Gravity Recovery and Climate Experiment (GRACE) has been assessed by comparison with outputs from a calibrated hydrological model (lumped elementary watershed (LEW)) of the upper Zambezi and surroundings and an inspection of the within-month ground track coverage of GRACE together with spatial-temporal rainfall patterns. The comparison of the hydrological model with GRACE reveals temporal inconsistencies between both data sets. Because the LEW model has been calibrated and validated with independent data sources, we believe that this is a GRACE artifact. The within-month ground track coverage shows an irregular orbit behavior which may well cause aliasing in the GRACE monthly deconvolutions. This aliasing is the most probable cause of observed temporal inconsistencies between GRACE and other data sets.
