Local climate adaptation: do policies match the local risks?
Proposing a standard to compare local climate adaptation policies in relation to the climate change risks in the Netherlands
Asclimate change intensifies, local governments are essential in implementing adaptation measures to specific climate risks. To gain insight into the relationship between the current local adaptation policies and the specific climate risks, the following research question is answered: What is the relationship between the stringency of municipal climate adaptation policies and local climate change risks in the Netherlands? To explore this, a risk analysis using the data analysis regarding local hazards and a social vulnerability index is developed. Additionally, a conceptual design of a policy stringency index is created. The results show that Dutch local governments predominantly focus on heat stress and waterlogging, while the effects of droughts are insufficiently addressed. Efforts to align the local policies with the risks, including increased collaboration and expanding the local knowledge base, are recommended.
