Abstract
This project is to design a Headquarter for the United Nations. The United Nations Environmental Council (UNEC) is a proposed 6th UN council and as an Environmental Council, that is to say we shall have a global concern in sustainable development. And It is so important to organize the functions of collects, produces, propagates and exchanges on a sustainability way. The ecological, social and economical issues should be concern. This UN council should have a billboard function in sustainable building design.
