In this chapter, the understanding of circularity goes beyond material resource management, deepening the spatial implications of a more circular management and use of wastescapes, investigated at the urban and metropolitan scale. Besides the health (care) related challenges presented by the current outbreak of the COVID-19 pandemic, additional ones related to our living environment have been—and will continue to be—an urgent call for academic researchers, designers and policymakers to find (eco)innovative solutions and strategies for enhancing the quality of life of all and the availability of more and more safe public (open) spaces and facilities to sustain this. In this situation, the spaces most at risk of urban and peri-urban areas could be found in the unresolved places which are defined as wastescapes, since they are in general still poorly used and valued. Building on the European H2020 research project REPAiR, the definition of wastescapes, provided in this study, builds upon work for two main cases: the metropolitan areas of Amsterdam (The Netherlands) and Naples (Italy). Wastescapes are discarded territories, however, they can also be understood as opportunities to realize regenerative concepts and support strategies related to environmental, spatial and social challenges of the territories and their surroundings. Core is then to improve the socio-ecological values of such territories. Wastescapes are different case by case, being affected by site-specific challenges and characterized by high complexity. The research presented in this chapter shows that the route towards a Circular Economy requires the consideration of wastescapes as ‘spatial resources’ important to be included in strategies of transition. It represents a fundamental step to overcome problems related to both resource (and land) scarcity, land use in general and spatial fragmentation, while providing opportunities to include through eco-innovative services other values than just the monetary ones to society. The spatial regeneration of wastescapes in the built environment involves a re-thinking of the structure of these areas in a larger (metropolitan) context. Within such metropolitan settings, in particular peri-urban territories, also referred to as the areas in-between urban and rural landscapes, are most affected and characterized by this problem of wastescapes. ...

This open access book provides new perspectives on circular economy and space, explored towards the definition of regenerative territories characterised by healthy metabolisms. Going beyond the mere reuse/recycle of material waste as resources, this work aims to understand how to apply circularity principles to, among others, the regeneration of wastescapes. The main focus is the development over time, and in particular the way how spatial planning and strategies respond to new unpredictable urgencies and opportunities related with territorial metabolisms. The book specifically focuses on living labs environments, where it is possible to tackle complex problems through a multidisciplinary and multi-stakeholder approach - including the use of digital spatial decision support environment – which could be able to include all the involved stakeholders. Through a spatial scope of circularity, this book describes several examples including among others ideas from different contexts such as Italy, The Netherlands, Belgium and Vietnam. Through including reflections on methodology and representation, as well as on solutions for circular and healthy metabolisms, the book provides an excellent resource to researchers and students. ...

Adaptation Strategies for More Resilient and Regenerative Metropolitan Areas of Amsterdam and Naples Developed in University Studio Settings

This paper aims to demonstrate how ‘research by design,’ which is an approach bridging research, design, and planning, can help unpack the complexity of today’s metropolitan challenges by considering the resource flows and processes that were omitted by traditional ways of planning. This is crucial for circular developments. By reporting the experience of two university design studios across Europe, this paper can contribute to a better understanding and imagination of desirable future scenarios of resilient regions. The experiments carried out in the Regional design studio: ‘Spatial Strategies for the Global Metropolis’ held at TU Delft are described alongside with the exercises carried out in the design studio ‘Laboratory of Urbanism’ of the MAPA Course, held at DiARC UNINA. Both courses focused on the regeneration of wastescapes as a fundamental part of holistic adaptation strategies for more resilient and circular regions. Climate change issues related to resilience thinking have been interwoven with other complex challenges such as the co-existence of wastescapes and land scarcity as well as spatial injustice. A resilient and regenerative approach to plan Naples at the time of logistics

Port cities and metropolitan port territories are experiencing a profound transition as a consequence of radical spatial and governance changes mainly led by logistics’ dynamics. Contemporary spaces between ports and cities have often become a collage of wastescapes: marginal territories resulting from the current uneven growth of port cities. This contribution developes a new methodological approach by stating that neglected spaces represent a precious resource to initiate circular and resilient regenerations of port cities through metabolic transformation processes. Living Labs as a Co-Creation Approach

Resource consumption and related waste production are still rapidly increasing all over the world, leading to social and environmental challenges and to the production of the so-called ‘wastescapes’. Peri-urban areas—in-between urban and rural territories—are particularly vulnerable and prone to develop into wastescapes because they are generally characterised by mixed functions and/or monofunctional settlements, as well as by fragmentation in a low-density territory that is often crossed by large infrastructure networks. Moreover, peri-urban areas are generally the selected locations for the development of plants for waste management. In this way, they are crossed by waste flows of a different nature, in a landscape of operational infrastructures and wasted landscapes. Implementing Circular Economy (CE) principles, interpreting waste and wastescapes as resources, is a way to significantly reduce raw material and (soil) resource consumption, improving cities’ metabolism. A circular approach can positively affect the spatial, social and environmental performances of peri-urban areas. However, the transition towards a CE presents many challenges. This article outlines an approach to address these challenges, presenting a co-creation process among researchers, experts and stakeholders within Living Labs (LLs) processes. LLs are physical and virtual spaces, aiming at the co-creation of site-specific eco-innovative solutions (EIS) and strategies. In the LLs, public–private–people partnerships are developed by applying an iterative methodology consisting of five phases: Co-Exploring, Co-Design, Co-Production, Co-Decision, and Co-Governance. This article presents a case study approach, analysing the co-creation methodology applied in two peri-urban living labs, located in the Metropolitan Areas of Naples (Italy) and Amsterdam (The Netherlands), within REPAiR Horizon2020 research project.

Understanding and Overcoming the Barriers for Knowledge Transfer

“Learning from abroad” is a widely recognised and used means to innovate and improve strategies and policies implemented by regions and cities. However, literature on knowledge transfer and related concepts, such as policy transfer, policy mobility or lesson-drawing, highlights the limitations of this process, especially when it entails the simple transfer of (best) practices from “place A” to “place B”. Such a transfer may lead to suboptimal solutions particularly when the imported practices concern complex phenomena, involving networks of multiple actors and relying on place-specific dynamics. Departing from this critique, the article sheds light on the process of knowledge transfer in the field of circular economy, taking place between the two metropolitan regions of Amsterdam and Naples. This process is guided by an innovative methodology based on a network of (peri-urban) living labs generating eco-innovative solutions for using material waste and wastescapes as a resource in peri-urban areas. Using participant observation in knowledge transfer workshops, stakeholder interviews and surveys, it investigates how the process of co-creation of knowledge in the relational space of the networked living labs takes place thanks to the participation of stakeholders from both regions. This in turn allows for drawing conclusions on what barriers are encountered in such knowledge transfer, what makes solutions transferable across different contexts, and, finally, how the solutions are adapted as they travel from one place to another. ...

D3.3 Process model for the two pilot cases: Amsterdam, the Netherlands & Naples, Italy

Deliverable 3.3 of Work Package 3 concerns an integrated analysis of the two pilot case studies within the REPAiR project, Amsterdam and Naples, from the vantage point of waste production and processing, and the transition to circular societies. It comprises spatial, social and material flow analyses of the two pilot cases, whilst testing an innovative methodology that was introduced and explained in Deliverable 3.1 [D3.1, AKA the Handbook, Geldermans et al., 2017]. The report addresses additions and clarifications to the methodology presented in Deliverable 3.1. After an update on the basis of technical insights and the work developed in practice within the peri-urban living labs (PULL) workshops carried out so far, an improved classification of Wastescapes is presented. Furthermore, a complete process model to map Wastescapes is provided. A smaller scale of the 'sample' area has been introduced to allow a better interaction with the local stakeholders, deepening the context and cutting into the intermediate scale of the ‘focus-area’. Moreover, the notion of Enabling Contexts is applied to rationalise the links between spatial analysis and eco-innovation solutions (WP5). With regard to the Material Flow Analysis, new insights on data collection and processing are addressed, providing more grip on how to successfully conduct such an MFA. The lion’s share of the report is allocated to presenting the results. For both cases, a rudimentary spatial and socio-economic analysis on a national level precedes a detailed regional analysis: for the Netherlands, this concerns the Amsterdam Metropolitan Area, and for Italy the Campania Region and the Metropolitan region of Naples. Embedded in this spatial-social context, the material flow analysis follows six Activity-based Spatial MFA (as introduced in D3.1) steps to pinpoint and analyse waste related challenges and activities. Towards circular landscapes. addressing the spatial dimension of circularity through the regeneration of wastescapes

Wastescapes are the result of unsustainable linear growth processes and their spatial consequences within the context of urban metabolic flows and related infrastructure. They represent the operational infrastructure for waste management and include Drosscapes, generating complex relations with the servicing and surrounding territory. In particular, the peri-urban areas are spatially affected by these processes. This often leads to ineffective use and/or abandonment because they are currently impossible to use, demanding impactful (and often expensive) regeneration and revalorization to make them usable again. Being part of the urban metabolic process, wastescapes are in a continuous state of dynamic equilibrium. They can be considered crucial areas from a metropolitan perspective because they have the potential to become innovative spatial contexts or resources in a Circular Economy (CE), which aims to overcome the crises of both resource scarcity and spatial fragmentation. However, common and shared definitions of wastescapes are still missing at the European policy level, as only classical categories of material waste are generally mentioned. Wastescapes can be considered as 'potentiality contexts' where developing, testing, and implementing Eco-Innovative Solutions (EIS) can be done. By doing so, wastescapes can help start transitions towards a CE. This can be achieved by using Peri-urban Living Labs (PULL), which have the potential to be the virtual and physical environments in which experimenting the collaborative co-creation process for developing EIS can be done. A spatial and institutional comparison on the role of ports as promoters of circular economy

Ports have historically followed a linear model of growth. Formation, expansion,
reallocation, abandonment, and redevelopments are just some of the steps that are followed over time by ports from all over the world. Circularity – a goal that both ports and cities hope to achieve in the near future – is not a new topic anymore. Although the global pressures to achieve this goal are immense, it can be stated that most port cities still have not yet made serious steps towards new circular models of growth. On the contrary, ports are still expanding, and they still generate serious amounts of waste, while also leaving networks of left-over territories that lay in states of wastefulness: port-city wastescapes. Two cases regarding these wastescapes are discussed. Naples, which is used to show land in limbo, while Rotterdam is used to show a port in transition. This article argues that a circular regeneration of these wastescapes can play a crucial role in re-imagining a new form of integration between the port, the city, and the metropolitan territory. ...

D 8.6 Detailed Dissemination Plan and Dissemination Kit

The Detailed Dissemination Plan and Dissemination Kit is a strategic document for the beneficiaries helping them to establish the bases for their dissemination activities. It is a more detailed version of the Basic Dissemination Plan and Corporate Identity, deliverables of the REPAiR project D 8.3 and D 8.1, respectively. The general objective of this deliverable is to maximise the impacts of the results of REPAiR research project. There are four key audiences (main target groups) for this research, these are: (1) Researchers; (2) Decision and/or policy makers involved in European Circular Economy; (3) Non-governmental organisations and the general public; and (4) students. Dissemination activities of the REPAiR project are planned through well-targeted mechanisms through three main dissemination lines will be applied: (1) Internet communication – website (www.h2020repair.eu), social media, mailing list(s) and newsletter; (2) Publications – open access articles in leading peer-reviewed academic journals, press releases, features in printed press (and online media); (3) Events and Networks - national and international conferences, seminars and workshops, academic courses, practice-oriented workshops. All three lines will address the four key audiences. The effectiveness and success of REPAiR dissemination mechanisms are measured during the entire lifespan of the project. The Detailed Dissemination Plan is assumed to be a living document. It evolves and becomes more precise and substantial during the lifespan of the project, reflecting the steps undertaken to protect, exploit and disseminate the generated results. dealing with the linkages between sociocultural features and social sensitiveness about general environmental issues, and particularly about waste and resource management. Task 3.3 has a multilevel scope: secondary sociocultural inquiries are focusing on national level specificities, while the primer sociocultural stage of the research and the socioeconomic investigation is done on a local level. The representation and process models developed in WP3 have strong ties with WP4, regarding sustainability impact assessment and evaluation models, and with WP5 concerning eco-innovative solutions and change strategies. Moreover, the models are used as input to the GDSE (WP2) and inform – and are informed by – WP6 with regard to decision models. These interrelations accentuate theimportance of common agreements regarding e.g. delineations, data sourcing and processing. The per-urban territories of campania plain as a case study

The Campania Region, in the South of Italy, is a territory where numerous Wasted Landscapes (WL) are recognisable, as the result of serious social and governmental problems. Through the last decades, many factors have been overlapping in this complex palimpsest: illegal developments and the measures to legitimize them can be paradoxically understood as real cornerstones for the local planning system; the traces of the post-Fordist abandoned landscapes are mixed with the historical remains, showing the deep sense of identity that still persists in the territory. On the other hand, the Campania Plain is a porous territory characterised by an adaptive resilience. This is interwoven with the presence of areas of outstanding natural beauty, with a resilient interstitial agriculture, and with a fragmented but resistant economy. In this paper, two emblematic case-studies are discussed (Casaluce and Est-Naples), understanding WL as an additional category of waste with the urgent need to be recycled, in order to: reactivate urban metabolism; to improve the quality of life, the spatial quality of the territory, and the regional economy. ...
