Between Opportunism and Strategy
Understanding multi-level governance arrangements in area development in the Netherlands
The study adopts a qualitative multiple-case study approach, combining literature review, policy analysis, document analysis, and semi-structured interviews. Two area developments in Rotterdam, Merwehaven and Brainpark I, are analysed to examine how multi-level governance operates in practice. The research focuses on the organisation of roles, responsibilities, and interactions between actors across governance levels.
The findings show that governance arrangements differ depending on the degree of spatial complexity, infrastructure dependency, and institutional interdependency. Merwehaven reflects a more opportunistic and municipally organised governance arrangement, while Brainpark I demonstrates a more strategic and institutionally embedded form of governance, characterised by intensive coordination between governmental actors. The research concludes that governance arrangements in area development increasingly shift from local and area-based steering towards more coordination-intensive and multi-level forms of governance as developments become more interconnected and complex.

However, the applicability of this method has not yet been tested on completed projects. This research aims to evaluate parallel planning by addressing the following research question:
How can parallel planning address delays in housing development to reduce the planning phase?
This question is explored using qualitative methods, including literature analysis, interviews, and two case studies of completed housing projects. The results confirm that parallel planning seeks to reduce the duration of housing development not only by restructuring the timeline but also by mitigating delays through its working method. It primarily addresses internal delays by enhancing coordination among stakeholders and improving the overall efficiency of the planning process. ...

Regaining balance between agriculture and nature with historic inspirations
Through historical analysis, it is evident that traditional farming methods once maintained a natural balance between agriculture and the environment. However, industrialization has disrupted this harmony. By drawing inspiration from past systems like flowing meadows and cooperative farming communities (Marken), modern design strategies can help restore this balance. Projects such as Urtica de Vijfsprong and het Lankheet offer examples of how nature-inclusive approaches can improve biodiversity and drought resilience, while diversifying income sources for farmers.
A water-based design strategy is proposed, adapting land use to natural water levels to ensure long-term sustainability. This includes raising groundwater levels, reintegrating natural habitats into farmland, and encouraging cooperative farming models to enhance nutrient recycling and reduce costs. With these strategies, a blueprint is proposed for the region of Nettelhorst, transforming it into a model of sustainable agriculture, balancing the needs of nature, water management, and farming. Landscape architecture can play a crucial role in restoring this balance by addressing core issues and offering holistic, system-based solutions. ...

In choosing the most appropriate method for densifying post-war neighborhoods, present heritage values are leading. These values may also play a part in improving the livability of neighborhoods. This design strategy was subsequently applied to an open courtyard parcellation consisting of duplex typology dwellings within the chosen case study.

Landscapes In-Flux
Journey through the dynamic floodplains of holy river Ganga at Prayagraj, India
The festival acts as an external force of human disturbance which renders the dynamic floodplain landscape in a constant state of flux generating conditions for constantly changing phases of festival, agriculture, deluge and preparation landscapes which frames the ‘Genius Loci’ of this dynamic floodplain landscape. This dynamic identity of the region is threatened due to the challenges faced by its changing phases along with future challenges pertaining to climate change, unregulated urban sprawl and growing number of pilgrims. Thus, for the landscape to adapt to its changing nature resilience approach is chosen. This approach is essential for maintaining natural functions of the floodplains along with satisfying its local livelihoods and cultural values of festival and pilgrimage.
Therefore, the project proposes a multi scalar approach to envision a multi-functional landscape framework for the region. The spatial strategies envisioned are executed by concept of ecological planning and designing with nature. An Ecological Transition Towards A Sustainable Landscape
This thesis develops an integrated approach for returning the Everglades agricultural lands to nature in order to recover the lost ecological assets in South Florida while balancing the economic value and improving spatial quality. Water is conveyed from lake Okeechobee and adjacent agricultural lands into the restoration area to be retained and purified through bioremediation process. The purified water will be further recharged into the aquifer and restored as sheet flow into the southern Everglades. Raising the water level and connecting with the local topography create conditions for the natural occurrences. The typical landscape of subtleties varies by the centimetre of water level change is brought back and becomes a space for people to seek experience and to engage themselves with the restored natural rhythms, changing over time. This project demonstrates its potential to be expanded and replicated across a variety of agricultural contexts. It is crucial to balance the ecological and economic value, design through different scales, and include a spatial and experiential dimension during the transformation. ...
