Understanding multi-level governance arrangements in area development in the Netherlands

This thesis examines how governance arrangements between national and municipal actors are organised in area development in the Netherlands, and which patterns can be identified within these arrangements. The research focuses on the renewed involvement of the national government in Dutch spatial planning through strategic frameworks, financial instruments, and housing programmes, following decades of decentralisation.

The study adopts a qualitative multiple-case study approach, combining literature review, policy analysis, document analysis, and semi-structured interviews. Two area developments in Rotterdam, Merwehaven and Brainpark I, are analysed to examine how multi-level governance operates in practice. The research focuses on the organisation of roles, responsibilities, and interactions between actors across governance levels.

The findings show that governance arrangements differ depending on the degree of spatial complexity, infrastructure dependency, and institutional interdependency. Merwehaven reflects a more opportunistic and municipally organised governance arrangement, while Brainpark I demonstrates a more strategic and institutionally embedded form of governance, characterised by intensive coordination between governmental actors. The research concludes that governance arrangements in area development increasingly shift from local and area-based steering towards more coordination-intensive and multi-level forms of governance as developments become more interconnected and complex.

This thesis investigates how regional cooperation can enhance the implementation of area development in the Netherlands by comparing the cases of Leidsche Rijn and Rijnenburg. These two developments represent different planning regimes: Leidsche Rijn emerged during the centrally coordinated VINEX era, while Rijnenburg unfolds in a fragmented, decentralized governance context shaped by contemporary NOVEX policy. The study adopts a qualitative methodology combining document analysis and stakeholder interviews, guided by an analytical framework focused on conditions, implementation, and steering. The ϐindings show that regional cooperation, deϐined as a governance approach in which public and private actors coordinate across administrative boundaries to align goals and resources, was crucial to the success of Leidsche Rijn. In contrast, Rijnenburg struggles to establish such cooperation due to unclear institutional roles, fragmented land ownership, and a lack of shared narrative and steering authority. A key barrier is the unresolved development of the Merwede line, a critical infrastructure condition. Moreover, while national involvement is needed, its precise role remains undeϐined. The thesis concludes that regional cooperation is essential but not automatically achieved; it must be actively conϐigured over time. The Netherlands is currently facing a housing shortage. One of the key challenges in the housing system is the lengthy duration of housing development, which averages around 10 years (Ministerie Volkshuisvesting en Ruimtelijke Ordening, 2023). The most time consuming phase is the planning phase, which averages around 6 years. To address this issue, the concept of parallel planning has been introduced. Parallel planning is a planning method that combines activities along the timeline to shorten the overall duration and introduces a new working method for housing development projects.
However, the applicability of this method has not yet been tested on completed projects. This research aims to evaluate parallel planning by addressing the following research question:
How can parallel planning address delays in housing development to reduce the planning phase?
This question is explored using qualitative methods, including literature analysis, interviews, and two case studies of completed housing projects. The results confirm that parallel planning seeks to reduce the duration of housing development not only by restructuring the timeline but also by mitigating delays through its working method. It primarily addresses internal delays by enhancing coordination among stakeholders and improving the overall efficiency of the planning process. ...

Regaining balance between agriculture and nature with historic inspirations

The Achterhoek region of the Netherlands, with its sandy soils and elevated terrain, faces significant climate challenges, particularly droughts caused by changing weather patterns. Agriculture and nature in this area depend heavily on water, yet the intensification of industrial farming has disrupted the balance between these systems. This research addresses the question: “How can landscape architecture reintegrate water management, nature, and agriculture to enhance climate resilience, increase biodiversity, and secure a sustainable future for farmers?”
Through historical analysis, it is evident that traditional farming methods once maintained a natural balance between agriculture and the environment. However, industrialization has disrupted this harmony. By drawing inspiration from past systems like flowing meadows and cooperative farming communities (Marken), modern design strategies can help restore this balance. Projects such as Urtica de Vijfsprong and het Lankheet offer examples of how nature-inclusive approaches can improve biodiversity and drought resilience, while diversifying income sources for farmers.
A water-based design strategy is proposed, adapting land use to natural water levels to ensure long-term sustainability. This includes raising groundwater levels, reintegrating natural habitats into farmland, and encouraging cooperative farming models to enhance nutrient recycling and reduce costs. With these strategies, a blueprint is proposed for the region of Nettelhorst, transforming it into a model of sustainable agriculture, balancing the needs of nature, water management, and farming. With the growing population, high rates of migration together with de high demand for housing, densifying the existing built environment is inevitable. For this, countries are looking primarily to post-war neighborhoods because of their spatial layout and low density. However, the densification of these neighborhoods threatens the loss of potentially valued heritage and in addition, densification can diminish livability. Therefore, the purpose of this research is to answer the following question: How can a post-war neighborhood be densified while improving its livability and preserving its heritage values? As the case study of this thesis, the Louis Couperus neighborhood was chosen in the Western Garden Cities of Amsterdam New West.

On the basis of literature research and comparisons along with observations, different methods of densification are discussed and a framework has been established that can be used for measuring livability. In choosing the most appropriate method for densifying post-war neighborhoods, present heritage values are leading. These values may also play a part in improving the livability of neighborhoods. Based on these three interconnected topics, a design strategy is formulated in this thesis. This design strategy was subsequently applied to an open courtyard parcellation consisting of duplex typology dwellings within the chosen case study.

Densifying post-war neighborhoods contributes to the current housing crisis and reduces potential heritage demolition. Less demolition, in turn, contributes to a circular economy and deals with existing buildings in a sustainable and resourceful way. Improving the livability of neighborhoods ensures the long-term wellbeing of individuals and communities. This in turn leads to more attractive and suitable areas for communities to live in.

Journey through the dynamic floodplains of holy river Ganga at Prayagraj, India

River Ganga flows through one of the most sacred pilgrimage spots in the city of Prayagraj, Uttar Pradesh where it meets its largest tributary Yamuna. The site at the confluence of these rivers hosts the Hindu festival – “Kumbh Mela” where myriads of pilgrims’ bathe in river Ganga.

The festival acts as an external force of human disturbance which renders the dynamic floodplain landscape in a constant state of flux generating conditions for constantly changing phases of festival, agriculture, deluge and preparation landscapes which frames the ‘Genius Loci’ of this dynamic floodplain landscape. This dynamic identity of the region is threatened due to the challenges faced by its changing phases along with future challenges pertaining to climate change, unregulated urban sprawl and growing number of pilgrims. Thus, for the landscape to adapt to its changing nature resilience approach is chosen. This approach is essential for maintaining natural functions of the floodplains along with satisfying its local livelihoods and cultural values of festival and pilgrimage.

Therefore, the project proposes a multi scalar approach to envision a multi-functional landscape framework for the region. The spatial strategies envisioned are executed by concept of ecological planning and designing with nature. These strategies are used to provide resilience to the floodplains which helps them adapt to its constantly changing phases of festival, agriculture, deluge and preparation landscapes.

An Ecological Transition Towards A Sustainable Landscape

Wetlands are the most important ecosystems on Earth, which can be found in many parts of the world. However, demand for food and economic development in the last century had driven many wetlands in the world being completely drained for cultivation and to the extent that no longer retain any natural wetland characteristics such as the Everglades Agricultural Area (EAA) in the United States. The ongoing drainage results in large amounts of peat soil loss and following the decrease of crop production, which has brought the sunset to the agriculture in the EAA. At the same time, it is urgent in South Florida to stop the damaging discharges to the coastal estuaries, to restore the flow of clean water to the Everglades preservation area and to guarantee the freshwater supply in the whole region, which also requires the transformation of the EAA.
This thesis develops an integrated approach for returning the Everglades agricultural lands to nature in order to recover the lost ecological assets in South Florida while balancing the economic value and improving spatial quality. Water is conveyed from lake Okeechobee and adjacent agricultural lands into the restoration area to be retained and purified through bioremediation process. The purified water will be further recharged into the aquifer and restored as sheet flow into the southern Everglades. Raising the water level and connecting with the local topography create conditions for the natural occurrences. The typical landscape of subtleties varies by the centimetre of water level change is brought back and becomes a space for people to seek experience and to engage themselves with the restored natural rhythms, changing over time. This project demonstrates its potential to be expanded and replicated across a variety of agricultural contexts. A Study of Developing Landscape Spatial Adaptive Strategies to Integrate the Water, Ecosystem and Anthropo-Dynamics in the Estuary of Volta Delta, Ghana

The Volta Delta Region is facing not only the challenge of severe coastal erosion, but also to create a balance between the nature and the challenges brought by the urbanization. By these challenges, the project shows a possible future in developing a vulnerable area with an integrated landscape in a dynamic situation of delta region with limitations in financial, political and technological sectors.

The project offers ideas of landscape transformation as whole, linking the spatial, economic, and ecological sectors in circular systems, as well as technical solutions and vision on how the project may be implemented.

The concept and frameworks resulted in this project are expected to be a starting point of discussion between stakeholders to create sustainable development strategies for the future of Volta Delta. ...
