This is the third volume in the "Manifesto for the Just City" series published by TU Delft OPEN Publishing. This is a project spearheaded by the Centre for the Just City at the Delft University of Technology. The Manifestos in this book endeavour to envision alternative, positive urban futures as a counterpoint to prevailing cynicism and political disillusionment. This exercise is largely based on the ideas of Professor Faranak Miraftab on practices of hope and decoloniality.

The 81 Manifestos written by 313 students from 63 universities around the world come in the wake of a four-part workshop in October 2022, in which TU Deft together with its many partners, invites students from all over the world to listen to the accounts of leading academics and practitioners whose knowledge touches aspects of spatial justice and to articulate their own ideas for what makes the just city. The scholars invited in 2022 included Professor Faranak Miraftab from the University of Illinois at Urbana Champaign, US, Professor Clarissa Freitas from the Federal University of Ceará in Fortaleza, Brazil, Dr. Gynna Millan Franco from the Universidad del Valle in Cali, Colombia, Professor Vanesa Castán Broto from the University of Sheffield in the UK and Professor Hiba Bou Akar from Columbia University in New York, US. Teachers from around the world who use the Manifesto as a class exercise have also contributed with short essays.

The Centre for the Just City was set up at the Faculty of Architecture and the Built Environment at the Delft University of Technology in response to the pressing challenges of rampant social inequalities affecting the cohesion and the sustainability of cities and communities. Recognising the vital need to address these issues, the Centre emerged as a platform for research, education, and outreach activities for the creation of just cities. Since its inception, the Centre has been at the forefront of bridging theory and practice, fostering collaborations, and influencing policies and actions that contribute to making cities equitable, sustainable, and inclusive. This book is composed of a general introduction followed by 18 chapters written by teachers and researchers from TU Delft, as well as frequent collaborators, each describing an issue or tool used in Spatial Planning, as it is taught and researched at our university. The book aims to give readers around the world an introduction to how spatial planning is conceived at TU Delft. Spatial planning is a highly idiosyncratic discipline and is conceived differently around the world. In most places, spatial planning is part of an architectural approach to the city, in which design exists almost autonomously, while in other places it is part of a political-economical approach to the city. What distinguishes Delft is the bridge we have managed to build between design and politics, and the way we understand space as foundational for the understanding of socio-economic processes. This is anchored on a Dutch tradition of city-making in which issues of “maakbaarheid” (roughly translated by “feasibility”), a guiding concept in Dutch society, which was built upon an exceedingly difficult territory to plan, design and manage. Spatial planning in the Netherlands is hence a combination of planning, design and management that is unique. Simultaneously, spatial planning as a discipline in the Netherlands is rather forward-thinking and uniquely equipped to deal with the great societal challenges of our time (climate change, pandemics, growing inequality, etc) and may be useful for students and teachers elsewhere seeking to learn from other traditions. Each chapter addresses issues that we see as central to the way of teaching and researching spatial planning.

The process of identifying, interpreting, and implementing societal values in university education is an essential part of responsible innovation and designing for equitable, inclusive, and sustainable societies. While there is now a well-defined and growing body of research on the theory and application of designing for values (or ‘value sensitive design’), at present the pedagogical dimension remains underexplored. Teaching Design for Values: A Companion is a resource for teachers of design-based disciplines who wish to foreground values more explicitly in their classes. With fourteen chapters written by both TU Delft educators and international contributors, the book aims to examine the concepts, methods and experiences of teaching design for values within a variety of fields, including urbanism, engineering, architecture, artificial intelligence and industrial design. Through its multi-disciplinarity, Teaching Design for Values proposes an expanded definition of ‘design’ to encompass a broad range of disciplines and processes that deal generally with ‘future-imagining’ and ‘futurebuilding’, including process management. In doing so it explores the ways that values may be expressed and analysed in a variety of different pedagogical contexts.

“Chasing Territorialism” gathers short texts by Emeritus Professor Andreas Faludi, originally written as blog posts over a period of two years.

In Andreas’ words: “Stimulated by an, albeit brief, encounter with Albania celebrating Europe Day, I began blogging about the continuing relevance of criticising territorialism, as I’d done in The Poverty of Territorialism (Faludi 2018; Edgar Elgar), in particular - but not exclusively - in relation to European integration.”

Here, territorialism stands for states claiming a monopoly on controlling their territories much as they try to control the loyalty of their citizens. As such, territorialism is a fundamental principle of political organisation. Continued reflection on the poverty of this principle has acquired urgent overtones with the resurgence of armed conflict in Europe and elsewhere.

If anything, the general reaction to this and other continental and even global crises seems to be to further enforce territorialism. But, what if territorialism is the cause of, rather than the solution to our problems? If so, would heeding the call for determined state action not become a case of: ‘Out of the frying pan and into the fire’? This book does not give an answer. What it hopefully does is stimulate debate about what the answer should be.

The Manifesto for the Just City comes in the wake of the realisation that socio-spatial justice is a crucial dimension for sustainability transitions. Growing inequality and the erosion of the public sphere undermine the social and political structures required to fight climate change, pandemics and other systemic shocks. At the same time, profound cynicism and scepticism have gripped our minds. This is paralysing us. Following the words of Professor Faranak Miraftab, we need to decolonise our minds, and try to imagine a different world and new kinds of relationships among ourselves and between us and the planet.This book aims to encourage students to formulate their own visions for the Just City and for a just transition.

The second volume of 'A Manifesto for the Just City', published by TU Delft OPEN Publishing and funded by the Delft Design for Values Institute, gathers texts from scholars discussing aspects of the just city (Professors Faranak Miraftab, Mona Fawaz, Mariana Fix, Romola Sanyal, Roberto Rocco and Caroline Newton) and showcases 63 manifestos written by 256 students from 48 universities all over the world.

The COVID19 pandemic has exposed several systemic failures and injustices in the way cities are planned and designed around the world. It has also exposed the failings due to lack of planning in most places in the Global South. Careful, inclusive and participatory spatial planning is thought to greatly strengthen the capacity of societies to withstand systemic shocks, as testified by the New Urban Agenda (2016), the Pact of Amsterdam (2016) and the New Leipzig Charter (2020). Integrated affordable housing, for instance, has come to the top of the agenda once again, now propelled by the realisation that slum dwellers (a staggering 1 billion people around the world) and homeless people are particularly vulnerable to health crises and other societal shocks. The pandemic has been saluted as an opportunity to implement far-reaching transformation of our societies towards sustainability and justice, but little signs of systemic change have actually surfaced. For example, several cities around the world claim they will overhaul public space, take space from private cars, and invest more on green spaces, bicycle paths and quality public mobility. But little has been said about addressing the structural causes of inequality. The champions of the circular economy salute the pandemic as a new dawn for more human-centred capitalism, for the abandonment of exploitation and unfair distribution, and a world where workers can find decent housing, health, work and leisure. But what is actually happening on the ground? This UTC explores some of these issues by giving a platform to people with knowledge from the ground. It also discusses the many advances being made towards an inclusive green transition, through the European Green Deal and a growing activist movement in the UK. This event was organised by GUL, the Global Urban Lab of the TU Delft University of Technology, a communication and action platform that brings visibility and articulation to TU Delft staff and students doing work on topics of urbanisation in the Global South.

This book addresses the need to re-imagine and re-conceptualise the Just City in light of recent systemic shocks: climate change, the pandemic, a generalised erosion of democratic standards and more. It contains texts by a number of guests and 43 manifestos written by students from 25 universities from all over the world. A "Manifesto for the Just City" comes in the wake of the realisation that socio-spatial justice is a crucial dimension for sustainability transitions. With this book, we have sought to encourage students to formulate their own visions for the Just City and for a just transition. This book is result of an Urban Thinkers Campus organised between 9 and 30 November 2020. The Urban Thinkers Campus (UTC) model is an initiative of UN-Habitat's World Urban Campaign, conceived in 2014 as an open space for critical exchange between stakeholders and partners. It aims to promote debate and action on sustainable and inclusive urbanization upholding the principles and guidelines contained in the New Urban Agenda, launched at Habitat-III in 2016 in Quito, Ecuador.

This report is the result of a symposium organised by the department of Urbanism of the Faculty of Architecture and the Built Environment of the TU Delft on May 14 2018. with the objective to discuss ideas, methodologies and challenges of a planning and design education for water resilient cities.

This book presents an inventory of actvities developed by the section of Spatial Planning and Strategy (SPS) at the Department of Urbanism, Delft University of Technology.

There is no spatial planning in Latin America, or so the cliché goes. As it turns out, Latin America is vast and variegated and planning capacities vary tremendously across the region. Latin American cities face a variety of challenges and may seem disorganised and chaotic, but their problem is not lack of planning, but the tremendous challenges of rapid urbanization in weak institutional contexts, where planning happens ‘post-facto’ and many citizens are currently excluded from the benefits of planned urbanization. This state of affairs is made more acute by the seemingly unending struggle between redistribution policies and neoliberalism.

This book brings together reflections on the theme Urban Project, understanding it as spatialization of socio-territorial demands, involving society, culture, economy and environment, with the objective of achieving equity of opportunities and social justice in the transformed territory. It brings together a set of texts although they do not pretend to generate a decisive and homogeneous conceptual contribution on the theme, present different aspects and approaches that once presented side by side, consist of foundations to elaborate a theoretical and practical basis for the Urban Project.

The Confronting Informality Symposium is a student-led event sponsored by the Chair of Spatial Planning & Strategy at the Department of Urbanism, TU Delft University of Technology. The symposium happens once a year and gathers experts, policy-makers, practitioners and others to discuss informal urbanisation, its political, economic and environmental implications and the tools to tackle it. The symposium, which is in its fifth edition, is a result of the faculty’s and its students’ awareness of the impacts of informal urbanisation in issues of social, economic and environmental sustainability and spatial justice in cities today

On the occasion of Jane Jacobs’ 100 anniversary, the chair of Spatial Planning and Strategy of the Delft University of Technology, together with the OTB Research Institute for the Built Environment and the Rotterdam Erasmus University College organised a two-day conference on Jane Jacob’s legacy at TU Delft on 24-25 May 2016. This event was complemented one year later by a ‘Jane Jacobs Year’ closing event. We wished to celebrate the life and accomplishments of one of the most important urban thinkers of our time, someone who has influenced generations of designers and planners and others concerned with the built environment: the great Jane Jacobs. Jacobs’ theories and ideas are seminal to many different academic fields: urban design, planning, architecture, sociology, human geography, environmental psychology, economic geography and many more. Her writings have been influential for more than five decades. This alone tells us of her importance for urban studies and for understanding the complex relationship between urban space and society. This is reflected, among other things, in the immense popularity of Jane’s ideas among young planners and designers today. Among a number of male planners who influenced urban theory in the 20th century, Jane Jacobs distinguishes herself not only as one of the few women able to break the ceilings of this male-dominated profession, but simply as the most influential of them all. This is ironic, since Jane Jacobs would hardly see herself as a planner. Maybe, like Roberta Gratz (who was a friend of Jacobs’), she was an ‘anti-planner’, someone with a keen eye for careful empirical observation, for whom cities ought to be understood from the careful exploration of how the built environment influences and is influenced by human life. Jacobs was an astute observer of the life of cities and the processes that produce both cities and citizenship. In their contributions, the authors of the texts included in this book demonstrate how Jacobs is still relevant as a theorist in the realms of politics, economics and design, and how she can also help us understand how urban form yields meaning. But they also criticise and review her ideas in light of the experiences accumulated in more than 50 years since her main works were published, and the perspectives of places that have little similarity to New York or Toronto. This is relevant, because indeed Jane Jacobs’ ideas are being reviewed reinterpreted and reinvented, and occasionally refuted, in contexts as diverse as Cairo, São Paulo or Addis Ababa. And it’s high time this happens. The conference aimed to explore those new insights on Jacobs’ legacy and to take her ideas forward in the context of globalisation, internationalisation and accelerated urbanisation in places like China, India and Brazil. The intensity and scale of current urbanization is unprecedented and new challenges have emerged since she published her texts. How are the ideas of Jane Jacobs still relevant for the understanding of the interplay between urban space and society? Or do we need new theories? To what extent have Jacobs’ ideas inspired today’s urban leaders and thinkers? How are they tackling urban issues such as growing inequality, spatial fragmentation, street life, safety in the public space and environmental decline? We discussed Jacobs’ ideas critically and to take stock of how those ideas have been used, misused and hopefully updated. The Netherlands Association for Latin American and Caribbean Studies (NALACS), in cooperation with the Faculty of Architecture and the Built Environment of the Delft University of Technology, organised the joint conference, ‘Cities and Citizenship in Contemporary Latin America and the Caribbean,’ held on 16-17 June 2016 in Delft, the Netherlands. The 2-day conference embraced a wide range of topics related to urban development and citizenship in Latin America and the Caribbean. Premises of the conference In their pioneering collection of essays ‘Cities and Citizenship’, Holston and Appadurai (1999) as well as other prominent scholars, stressed the importance of cities in the making of modern citizens. At the end of the twentieth century, they demonstrated that urban environments are salient sites for examining the renegotiations of citizenship, democracy, and national belonging. This is arguably particularly the case in contemporary Latin America and the Caribbean, where cities seem to embody the aspirations of citizens and to showcase the best and the worse of their respective societies. It is here that we can observe major opportunities and threats to development, security and human rights, as well as major struggles for rights, inclusion and democracy. This conference was organised in 4 tracks: Track 1. Cities and Violence: Cities as salient sites where violence and conflict develop and affect the lives of citizens. Track 2. Cities and sustainable development: Cities as salient sites where (spatial) planning and (sustainable) development ideas are applied, and where grassroots and governments alternatingly clash or collaborate in order to simultaneously build cities and structures of citizenship. This booklet presents the outcomes of the 2014 eligible course ‘Smart Infrastructure and Mobility’ (SIM), of the Delft University of Technology, Faculty of Architecture and the Built Environment Urbanism MSc. The course builds on the theme of the São Paulo Water Ring, locally known as ‘Hidro-Anel’ – the Metropolitan Waterways Ring of São Paulo project designed by the ‘Metrópole Fluvial’ research group. The complexity of planning and designing for water resiliency in a metropolis of the developing world poses two important questions: (a) How the design of landscape infrastructures could potentially improve the social, economic and ecological conditions of densely occupied areas; and (b)How water planning/governance could best support the transition towards livable and resilient territories.
