Global metropolises, including first-tier Chinese cities, are confronting unprecedented challenges of talent exodus amid escalating housing costs, competitive job markets and deteriorating urban living conditions. Traditional migration theories fall short in explaining young talents' mobility decisions, as their high human capital drives them to prioritize multidimensional considerations beyond mere economic returns. This study develops a comprehensive theoretical framework integrating multiple aspects of prospect theory—reference dependence, loss aversion, endowment effects and risk attitudes—to investigate young talents' settlement intentions through logistic regression analysis of survey data from 1065 professionals across Beijing, Shanghai, Shenzhen and Guangzhou. The research reveals that migration decisions are fundamentally shaped by asymmetric psychological evaluations: young talents demonstrate heightened sensitivity to potential losses in job prospects and housing affordability. Institutional and psychological endowments significantly enhance settlement intentions: homeownership, local hukou status and public sector employment increase staying probability, along with longer duration of residence and stronger place attachment. Notably, our findings reveal nuanced suppression effects of migration-specific risk attitude on one's general risk attitude: while first-tier cities attract individuals with higher general risk tolerance who are willing to embrace urban challenges, these individuals also tend to have higher migration-specific risk tolerance, which in turn reduces their long-term settlement intention. These insights not only advance behavioural economic understanding of talent mobility in urban areas, but also provide practical guidance for metropolitan governance. Our findings suggest that effective urban talent retention requires cities to strengthen institutional ties and guarantee stable career development rather than relying primarily on economic incentives. This approach ensures cities maintain the human capital essential for innovation and competitiveness in an era of increasing inter-urban competition.

The population density in megacities in China gives rise to challenges, such as traffic congestion and soaring housing prices. A trend of leaving primate cities can be observed as well as a population increase in secondary cities. These trends might point to an urbanisation transition from the primate city stage to the secondary city stage. Research is needed to determine at which stage of urbanisation China currently resides, and who are migrating across the different levels of cities in this stage. In order to answer these questions, the current study combines the theory of differential urbanisation and migrant selectivity, and analyses city-level migration patterns and demographic characteristics of migrants across the urban hierarchy. The findings indicate that China is currently in the intermediate primate city stage, where the upward migration across the urban hierarchy is driven by younger adults with higher education and income, and a lower likelihood of marriage or parenthood. Building upon global evidence, this research further extends the theory of differential urbanisation by incorporating migrant selectivity into the interpretation of urbanisation stages. It reveals that educated migrants tend to concentrate and move up the urban hierarchy in the primate city stage but might deconcentrate during the secondary and small city stages. This study offers practical insights for policymakers at the national and city levels to develop population growth plans, adjust targeted migration policies and respond to future urbanisation processes.

As housing development and housing market policies involve many long-term decisions, improving house price predictions could benefit the functioning of the housing market. Therefore, in this paper, we investigate how house price predictions can be improved. In particular, the merits of Bayesian estimation techniques in enhancing house price predictions are examined in this study. We compare the pseudo out-of-sample forecasting power of three Bayesian models—a Bayesian vector autoregression in levels (BVAR-l), a Bayesian vector autoregression in differences (BVAR-d), and a Bayesian vector error correction model (BVECM)—and their non-Bayesian counterparts. These techniques are compared using a theoretical model that predicts the borrowing capacity of credit-constrained and unconstrained households to affect house prices. The findings indicate that the Bayesian models outperform their non-Bayesian counterparts, and within the class of Bayesian models, the BVAR-d is found to be more accurate than the BVAR-l. For the two winning Bayesian models, i.e., the BVECM and the BVAR-d, the difference in forecasting power is more ambiguous; which model prevails depends on the desired forecasting horizon and the state of the economy. Hence, both Bayesian models may be considered when conducting research on house prices.

The private rented sector (PRS) plays an increasingly important role in accommodating young people and migrants in China’s metropolitan cities. However, the PRS in China is still underdeveloped, as evidenced by, e.g. a low degree of professionalisation, lack of basic rental laws and regulations, and poor housing experiences of tenants. The purpose of the current article is to identify the main challenges towards a well-functioning PRS, as perceived by Chinese local governments, landlords, and tenants, and to propose possible solutions to cope with these challenges. After reviewing both academic and grey literature and exploring the results of our previous research, we found that these challenges result from three main root causes, i.e. power imbalance between landlords and tenants, inadequate institutional arrangements, and path dependence on the past productivism model. Based on the analysis, a number of recommendations were proposed, including formalising the PRS, introducing regulations, setting minimum housing standards, and increasing public school availability to enhance equal citizenship rights between renters and homeowners.

De ontwerp-Wet Betaalbare Huur die door de minister voor Volkshuisvesting en Ruimtelijke Ordening bij het parlement aanhangig is gemaakt, geeft aanleiding tot verhitte debatten tussen voor- en tegenstanders van de introductie van regulering van aanvangshuurprijzen in een groot deel van wat nu nog de vrije huursector heet. Inmiddels is de wijze waarop in Duitsland van overheidswege de woninghuren worden beïnvloed meermaals genoemd als een goed, zo niet beter, alternatief voor de manier waarop met de ontwerp-Wet Betaalbare Huur beoogd wordt de aanvangshuren in het grootste deel van de huidige vrije huursector te verlagen. Deze constatering was voor Peter Boelhouwer, Arnoud Vlak en Marietta Haffner aanleiding om op basis van de onderzoeksvraag “Kunnen tempering van de aanvangshuren en de bereidheid om te investeren in de vrijehuursector samengaan?” een eerste antwoord te vinden op de vraag of de Duitse aanpak inderdaad een serieus alternatief voor de ontwerp-Wet Betaalbare Huur is. Uit hun voorstudie blijkt dat de Mietspiegel en de Mietpreisbremse tot doel hebben om de scherpe kanten van marktwerking in de vrijehuursector weg te nemen door de ontwikkeling van de aanvangshuren te dempen ten opzichte van hoe deze zich bij volledig vrijlaten daarvan ontwikkelen. Dit laatste gebeurt door de introductie van vergelijkings- of referentiehuren. Deze worden bijgehouden en gepubliceerd in een zogeheten Mietspiegel, een overzicht van huurprijzen geordend naar bepaalde woningkenmerken. In gebieden met een gespannen woningmarkt mag de aanvangshuur van nieuwe huurcontracten niet hoger liggen dan het niveau van de ter plaatse geldende referentie- of vergelijkingshuur vermeerderd met 10% (de Mietpreisbremse). Centrale gedachte is dat de met de Mietpreisbremse ten hoogste toegestane aanvangshuren de trend volgen die aan de ontwikkeling van markthuren ten grondslag ligt. Door de temperende werking op de ontwikkeling van de aanvangshuren draagt een systematiek geënt op de Duitse Mietspiegel in combinatie met de Mietpreisbremse bij aan verbetering van de betaalbaarheid van de aanvangshuren in die delen van de vrije huursector die zich kenmerken door krapte. Deze toekomstige aanvangshuren worden met toepassing van het instrumentarium lager vastgesteld, dan wanneer ze in het geheel vrije spel van vraag en aanbod tot stand zullen komen. Bovendien heeft de combinatie van Mietspiegel en Mietpreisbremse tot gevolg dat aanvangshuren die uitgaan boven de geldende Mietspiegel met opslag als exces worden aangemerkt. Deze situaties kunnen met het reeds bestaande instrumentarium van bijvoorbeeld de Wet Goed Verhuurderschap bestreden worden. Afhankelijk van de beschouwperiode waarover de Mietspiegel wordt berekend én van de hoogte van de opslag die met de Mietpreisbremse voor nieuw af te sluiten huurovereenkomsten ten hoogste wordt toegestaan, is de dempende werking van het instrumentarium groter of juist minder groot. Onmiskenbaar voordeel van het gebruik van een systeem geënt op de Duitse Mietspiegel in combinatie met een Mietpreisbremse is dat het de investeringsbereidheid in vrijesectorhuurwoningen in beginsel niet aantast. Een ander belangrijk voordeel van de Duitse Mietspiegel in combinatie met de Mietpreisbremse is dat het, in tegenstelling tot de ontwerp-Wet Betaalbare Huur, aansluit op de vraag-/aanbodverhouding op de (huur)woningmarkt. En omdat de woningmarkt vooral regionaal wordt bepaald, betekent dit dat het instrument van regio tot regio verschillende uitkomsten heeft. Naar verwachting zal toepassing van een dergelijk systeem in Nederland voor een niet-onbelangrijk deel van de woningmarktregio’s géén effect hebben. In de regio’s waar geen sprake is van krapte op de vrijesector huurwoningmarkt of waar na verloop van tijd de krapte afneemt zullen de aanvangshuren de opslag van de Mietpreisbremse op de Mietspiegel niet halen. Het instrumentarium schakelt zich in zulke situaties vanzelf uit. Het instrumentarium treedt pas weer werking als de krapte toeneemt. Ook dit draagt bij aan de investeringsbereidheid. In tegenstelling tot wat met de ontwerp-Wet Betaalbare Huur wordt beoogd, is het doel van een systematiek geënt op de Duitse Mietspiegel in combinatie met de Mietpreisbremse juist niet om de aanvangshuren in de vrijehuursector per definitie lager dan de markthuur vast te stellen. Dat tast het vertrouwen van investeerders in het door de overheid ten opzichte van de vrijehuursector gevoerde beleid in de kern aan. Ingeval de wetgever van opvatting is dat een systeem geënt op de Duitse Mietspiegel in combinatie met de Mietpreisbremse resulteert in aanvangshuren die nog steeds voor te veel huishoudens onvoldoende betaalbaar zijn, komt als vanzelf de vraag van herintroductie van objectsubsidiëring aan de orde. Objectsubsidiëring brengt de overheid in de positie om van de investeerders die daarop intekenen te vragen de aanvangshuren vast te stellen op niveaus die een te laag rendement geven. In ruil voor deze prestatie draagt de overheid middels subsidiëring bij aan het voor hen benodigde rendement.

Woningcorporaties zullen de komende tien jaar het gat gaan vullen dat nu ontstaat door verkoop van particuliere huurwoningen. Dat vraagt om een goede nieuwbouwstrategie en samenwerking tussen betrokken partijen, stelt hoogleraar Peter Boelhouwer in een interview met Platform31. Boelhouwer brengt zijn expertise in bij de nieuwe Leerkring sociale en betaalbare woningbouw voor corporaties en gemeenten, die deelnemers inhoudelijke en praktische inzichten biedt.

Een Rijksbouwmeester met een eigen politiek-ideologische agenda, die zijn meningen als feiten blijft debiteren. Nu ook weer in een waarschuwend artikel over dreigende leegstand als we doorgaan met de bouw van eengezinswoningen, terwijl alleenstaande ouderen vooral om appartementen zouden vragen. Peter Boelhouwer, Geurt Keers en Friso de Zeeuw weten wel raad met deze 'eendimensionale demografische en onwetenschappelijke benadering'.

While governments have been promoting private renting in recent decades to increase housing supply, they have not necessarily facilitated this. The Netherlands is a case in point, as rent price control has been reduced in this century with the aim to give more leeway to private rental investment. Private renting achieved a turn-around in market share from 10 per cent of dwellings in 2009 to more than 13 per cent in 2023. Most of this growth can be attributed to the rental segment where rents were not controlled: it increased to about 50% of rental dwellings in 2021. Recently increasing housing shortages followed by societal unrest and elections caused the Dutch government to formulate new plans. Not only was the building of 1 million housing units programmed and stimulated, also plans to (temporarily) re-control rents of a large part of the de-controlled rental segment were formulated. Tax measures reducing the attractiveness of investment in private renting have been taken recently as well because of diverse reasons (protecting tenants; court decision on taxing wealth). To study these effects on private renting investments, this study aims to analyze the effects of these changes on the investment behavior of landlords in the Netherlands, in a context of rising inflation. The two studies in this contribution show that new supply will most likely lose out.

De woningmarkt is sinds het einde van de economische recessie in 2014 sterk verkrapt en heeft zich de afgelopen jaren ontwikkeld tot een aanbiedersmarkt. Hierbij is er een tekort aan woningen in verschillende categorieën. De vraag is of naast nieuwbouw en een betere inzet van de bestaande woningvoorraad ook transformatie van bestaande gebouwen een oplossing kan bieden om het huidige woningtekort terug te dringen. Dit hoofdstuk staat allereerst stil bij de vraag-aanbodverhoudingen op de woningmarkt. Aansluitend hierop worden marktaspecten van transformatie toegelicht. Tot slot volgt een reflectie op voorwaarden vanuit de markt voor succesvol transformeren van leegstaand vastgoed tot woningen.

The recent revival of the private rented sector in many regions highlights the importance of understanding the well-being of private renters. While there is a consensus that private renters are less satisfied with their life than homeowners, little attention has been given to examining the life satisfaction of private renters from different sub-sectors, nor has the underlying mechanism linking residential environment and life satisfaction been thoroughly investigated. The present paper aims to address these gaps by examining the life satisfaction of private renters from different sub-sectors in Shenzhen, China. We propose a model, based on Amérigo and Aragones’ (1997) theoretical framework, that links residential environment, social exclusion, and life satisfaction. The model fits well with the data collected from 619 renters. The results showed that only 38% of the respondent private renters were satisfied with their life. Furthermore, we found urban village renters were significantly less satisfied with their life compared with renters living in commercial housing and Long-term Rented Apartments. Path analysis results suggest that some objective aspects of the residential environment, renters’ perceived social exclusion, and their residential satisfaction could explain a substantial proportion of the variances in life satisfaction while the influence of demographic variables was found to be insignificant. Perceived equal citizenship rights, perceived discrimination, and perceived reasonable rent were shown to have significant effects on life satisfaction. The paper concludes with a discussion on policy implications aimed at enhancing the life satisfaction of private renters.

Over the last decade, house prices have increased substantially in nearly all OECD countries. These house price increases frequently coincided with changes in mortgage credit conditions; i.e., decreases in the interest rate and increases in income. This is in line with existing literature, which finds an equilibrium relationship between mortgage credit and house prices. The literature, however, lacks an analysis of what drives the equilibrium, which we assess in this paper. Moreover, we propose a combination of two explanations discussed in the literature. That is, we argue that lower-income households are bound by credit constraints, while higher-income households have a preference for spending a fixed fraction of income on mortgage payments. We develop theoretical models for all three explanations and test the models using data on the Dutch property market. The empirical results clearly support the combined approach. Overall, the results suggest that it is important to differentiate between types of households when forecasting house prices or assessing the effectiveness of policy interventions.

In dit essay gaat Peter Boelhouwer, hoogleraar Housing Systems bij de faculteit Bouwkunde aan de TU Delft, in op de belangrijkste woningmarktproblemen waar we momenteel tegenaan lopen en de precieze oorzaken die hieraan ten grondslag liggen. Daarnaast schetst hij een aantal mogelijke oplossingsrichtingen waarin hij onderscheid maakt tussen algemene systeemhervormingen die geleidelijk kunnen worden doorgevoerd en meer praktische instrumentele oplossingen voor de kortere termijn.

In the context of skyrocketing house prices and fierce competition for talents between cities, this study explores the housing pathways of young talents and their future migration plans in Shenzhen, China. Using the housing pathways approach and Bourdieu’s theory of practice with three concepts, this study uncovers how structural factors and the often-overlooked agency factors together influence the formation of different housing pathways. Drawing on 18 semi-structured interviews with young talents, four different housing pathways were identified: staying at parents’ home, private renting to owning, talented renting, and progressive private renting. We found that the interaction of habitus and different forms of capital shapes different housing pathways. In addition, young talents following different housing pathways have various future migration plans. This paper sheds new light on the use of the housing pathways approach and Bourdieu’s theory of practice in providing a nuanced understanding of housing and migration behaviour.

Sinds het vertrek van minister Blok in 2017 als minister van Wonen staat het woningmarktvraagstuk prominent op de politieke agenda en is het een dankbaar onderwerp voor de media die superlatieven te kort komt om de huidige problematiek te beschrijven. Woningmarktcrisis en woningmarktramp zijn slechts twee voorbeelden van deze uitingen. De omvangrijke publieke aandacht is des te opmerkelijker gezien het feit dat minister Blok bij zijn afscheid verklaarde dat wat hem betreft de woningmarkt af was en er ook geen specifieke minister voor dit beleidsterrein meer nodig was. Ook het tekort aan woningen speelde tot die tijd geen enkele rol in de politieke discussie. Enkele jaren daarvoor wezen belangrijke nationale adviseurs zoals de Rijksbouwmeester in 2013 zelfs op een mogelijk overschot aan woningen en adviseerde de regering om het bouwtempo fors te verlagen omdat er anders in de nabije toekomst leegstand zou ontstaan. Een vergelijkbaar advies verscheen in 2014 van het Planbureau voor de leefomgeving. Dit adviesorgaan stelde voor om terughoudend te zijn met de bouw van nieuwe woningen en de bouw meer te richten op specifieke segmenten en woningvervanging. Geheel in deze lijn was eerder in 2013 het Ministerie van VROM al ontmanteld. Geconcludeerd kan worden dat het beeld over de woningmarkt in een korte tijd volledig is gekanteld. Voor een consistente beleidsontwikkeling is deze plotselinge verandering van inzichten uiteraard lastig. Het beleidsproces is immers stroperig en kost veel voorbereidingstijd. Bovendien woedt er onder deskundigen nog een ferme polemiek over de ernst van de situatie en deels hier aan gekoppeld ook over de gewenste beleidsinterventies. [...]

In recent years, China has witnessed fierce competition for talents among cities. There is evidence that China's first-tier cities are losing their appeal for young talents due to the soaring housing prices and high living costs in first-tier cities, as well as the catch-up of next-tier cities. Therefore, uncovering what factors drive young talents to develop in first-tier cities is important for policymakers to maintain and enhance the attractiveness of first-tier cities. Most previous research on talent migration has focused on demographic and socioeconomic factors, while little research has examined the influence of psychological factors. By adopting the Theory of Planned Behavior (TPB), this paper aims to explore what beliefs and background factors influence university students' intention to develop in first-tier cities after graduation. Using the data we collected from 1242 university students across China, we found that two-thirds of university students have the intention to develop in a first-tier city after graduation. The Structural Equation Modeling (SEM) results show that students' migration intentions were most influenced by their attitudes, followed by subjective norms and perceived behavioral control (PBC). Specifically, beliefs such as realizing future dreams, better job opportunities, and higher wages shape students' positive attitudes towards developing in first-tier cities. The supports from family, friends, teachers, and classmates contribute to positive subjective norms of developing in first-tier cities. In contrast, perceptions of high housing prices, high living costs, and family ties discourage students from developing in first-tier cities. Furthermore, being male, being a non-only child, studying in first-tier cities, and attending higher-ranking universities have positive influences on migration intention through the mediating effects of the TPB constructs. Policy implications were discussed to help first-tier cities attract graduates.
