It is widely considered that the energy transition should be just, yet achieving this goal is a complex socio-technical process. Models serve as valuable tools to support decision-making in navigating these complexities. However, they are not adequately equipped to address justice considerations that are becoming central to energy transition planning. They are unable to provide support in decision spaces that are rich in normative uncertainties, with stakeholders holding differing interpretations of what a just energy transition is. While the importance of integrating justice into computational models is recognized, a significant gap remains in understanding how justice is and can be defined, interpreted, and implemented within these models or, in short, how justice can be operationalized. This paper addresses the gap by examining studies that use computational models for decision-support through the lens of the three tenets of energy justice: procedural, recognition, and distributive justice. We argue that operationalizing justice in energy transition modelling can take place both in the modeling process and with the enrichment of model logic. This paper emphasizes that discussions of justice in relation to models cannot be separated from the design of effective participatory modelling settings that stem from a careful evaluation of the justice requirements of stakeholders in the decision space. We propose a framework that enables modellers and model users to be more explicit about their normative interpretations of justice and derive modelling processes and model requirements that represent diverse justice perceptions in the decision space. By doing this, models can refrain from propagating only dominant ideas of justice and instead actively incorporate otherwise neglected perceptions, to ensure that the decision-support facilitates a just energy transition.

Citizen participation is key to learn of actors' lived experiences for the design of just energy policies. Many members of society, however, experience barriers to participation. As a result, the injustices they experience are likely to remain hidden from public decision-making processes. This paper applies the 'hidden morality' framework to a case study of migrants with a low socio-economic status (SES) in the Dutch city of The Hague. Through the analysis of 15 policy documents and 26 semi-structured interviews with migrants in a low-SES neighbourhood, this paper uncovers hidden injustices and the societal mechanisms forming barriers to participation. Simultaneously, the case study is used to test the conceptual framework. The study reveals that the interviewed low-SES migrants were not only considerably prevented from expressing their perceived injustices in decision-making, but were also unaware that they were subject to several procedural injustices. We identify three main barriers withholding low-SES migrants from participating in decision-making: unfamiliarity with (Dutch) democratic institutions and of their rights as citizens; language barriers; and weak social ties in their neighbourhoods. We conclude that the hidden morality framework proves useful for revealing injustices and barriers to participation that would otherwise run the risk of remaining hidden from scholars and policymakers.

Urban water systems worldwide need integrated, cross-sectoral innovations to anticipate developments like climate change and population growth. Development and implementation of such innovations is challenging due to the operational and sectoral mindset of organizations in which these innovations take place. This study uses the concept of ambidexterity to get a better understanding of how organizations responsible for urban water management deal with the tension between operation and the need for innovation. We focused on Amsterdam and Rotterdam, two Dutch cities that are global frontrunners in urban water management. Combining a desk study with 25 semi-structured interviews, we found four mechanisms to manage innovation and operation tensions: network, hierarchical, process and human-resource mechnanisms. Different from the literature on ambidexterity, our empirical findings show that the connection between operation and innovation is dominated by networks rather than by executives. Hierarchical mechanisms could be used to complement this, catalyzing innovation or formalizing it.

Societal value co-creation is an emerging practice in renewable energy projects. Despite its increasing popularity, however, unclarities persist regarding its operationalisation. This paper provides relevant insights by explaining how expectations of societal value co-creation evolved and became performed in a co-creative energy hub project in Emmen, the Netherlands. Over the course of project development, different and sometimes conflicting expectations co-existed of the hub's societal value potential. Drawing on observations, interviews, and document analysis, we describe the developers' efforts to synthesize these different value expectations into a coherent co-creation approach. The results indicate that timing in and of expectations, actor positions and organisational design are influential in how expectations become operationalised in renewable energy projects. Recommendations are provided for the design of societal value co-creation processes in future renewable energy projects.

In this paper, we take inspiration from original institutional economics (OIE) as an approach to study value change within the highly complex assembly of sociotechnical transformations that make up the energy transition. OIE is examined here as a suitable perspective, as it combines Dewey’s pragmatist philosophy and a methodological interactionist perspective on value change, behavior and institutions, with technology figuring as a transformational factor. This combination overcomes conceptual and methodological shortcomings of alternative accounts of values. We will present the contours of an OIE based conceptual framework connecting nature, humans, technology, the economic process, society, culture and institutions and habits, valuation and behavior. We illustrate how to use this framework to examine and understand how environmental, ecologic, safety, economic, and social concerns about the energy transition are (re)framed as (new) values in the belief systems and habits of individuals and groups. Moreover, we will explore how that may give rise to collective action, via the institutionalization of such revised values in the procedures, arrangements, norms and incentives guiding transactions. As such, this approach allows us in a fine-grained manner to conceptually and theoretically understand the way in which values change in the energy-transition, as a complex interaction of technology development and social relations.

Construction sectors have a long way to go to realize a circular economy. Many organizational barriers and institutional characteristics inhibit the sector’s transition to circular practices. Nevertheless, within this early phase of the transition, several building projects were realized. This research aims to learn from these frontrunners, in order to distill insights on how to improve conditions at project level. Drawing on ecological systems metaphor, circular building projects in this research are regarded as a system of multiple actors that each perform one or multiple functions: these functions together make up the functional diversity of circular building project. The sum of these functions produces a system service (i.e. circular building elements). Using this perspective to analyze four circular cases, we uncovered five functions that are crucial to realize circular buildings: 1) connecting though vision; 2) matching supply and demand; 3) providing used materials; 4) constructing circular building elements and 5) controlling safety and quality. The functional diversity perspective reveals that functions are to large extent interchangeable between actors. Further applications of the functional diversity perspective could reveal its relevance to support the transition to a circular construction practice and possibly other transition themes.

Urban water systems are under increased pressure from ongoing developments like climate change, population growth and urbanization. While it is clear that current urban water challenges need a more integrated approach, practitioners disagree on what such an integrated approach means exactly. Integration could therefore be described as a wicked problem, with practitioners having different understandings of integration, as well as the opportunities and challenges they should focus on; e.g., climate adaptation, resource recovery or collective replacement. This lack of consensus challenges decision-making, and thus the implementation of integration. To foster urban water systems integration, this study uses Q methodology to explore the different perspectives that Dutch urban water practitioners have on integration for future urban water systems. Our analysis reveals four salient perspectives: perspective 1 sees coordination as a means to make the system future-proof, perspective 2 focuses on climate adaptation, perspective 3 aims for recovery, and perspective 4 is all about efficiency and being in control. While all perspectives acknowledge that traditional urban water practices need to change, they differ on which sustainability challenges are considered most important and what means should be used. Practitioners need to understand these differences to deal effectively with the wicked nature of integration.

Local governments are at the heart of implementing increasingly ambitious national plans for wind energy. While support by local governments for these plans has been studied extensively, only few studies have looked into local governments’ contestation of wind energy development. In this paper we analyze contentious governance processes in which local governments join efforts with citizen action groups to oppose projects proposed by developers or the national government. We focus on the strategic dilemmas that local governments face while engaging in contentious governance. Uncovering strategic dilemmas helps to see contestation by local governments as part of a web of governance relationships, thus moving beyond dichotomous understandings of the players involved in wind farm conflicts. Strategic dilemmas also allow understanding of how stances of local governments and their citizen allies change over time, and how strategic and tactical considerations emerge from interaction patterns.

This paper presents an anticipatory approach to energy justice by focusing on the nascent justice and inclusion implications of imagined publics in vision documents for the hydrogen transition in the Netherlands. Based on the results of an interpretive qualitative content analysis of twenty-one vision documents, we develop the thesis that publics, in their various roles and compositions and with their diverse demands, are not always acknowledged nor correctly represented in the hydrogen transition. Non-recognition and misrecognition of publics in these pre-policy documents is problematic and unjust and can result in additional distributive and procedural justice issues once imagined publics become performed in and by policy implementation, technology, and infrastructure. Recommendations for a more just and inclusive hydrogen transition are provided.

Climate change and urbanization, as well as growing environmental and economic concerns, highlight the limitations of traditional wastewater practices and thereby challenge the management of urban water systems. Both in theory and in practice, it has been widely acknowledged that the challenges of the twenty-first century require solutions that address problems in a more integrated way. Although the demand for integration is obvious, implementation has proved challenging because of the complexity and uncertainty involved. In addition, the urban water literature contains a wide diversity of approaches to integration, each contribution having its own understanding of the term, as well as how to deal with the complexity that comes with it. In this article, we take a first step in supporting both decision-making and decision-makers in urban water systems integration. First, we work towards a more comprehensive perspective on integration in urban water management; one that uses and structures the variety of existing approaches. In so doing, we introduce a typology of urban water systems integration that distinguishes between geographical, physical, informational, and project-based forms. Second, we explore the implications that such integrated solutions bring for decision-makers. They will be faced with additional uncertainty arising (1) at the interfaces of previously unconnected systems and (2) from the social and institutional changes that systems integration requires. Finally, we draft three decision-making challenges that come with integration and provide some possibilities for dealing with them.

In Energy Social Science (ESS), the concept of imagined publics is used to describe how energy actors perceive societal groups around new energy technologies and projects. Findings indicate that imagined publics often build upon deficit assumptions; people are (unjustly) considered unknowledgeable, incapable, unwilling and irresponsible agents in governance. While insightful, deficit-based explanations insufficiently capture the broad diversity of publics imagined around energy system change. In this paper, we share the results of a Q-study, designed to systematically identify diverse imagined publics in the Dutch heat transition. We found five imaginaries: 1. “Meaningful participation in a diverse society” 2. “Strong and enthusiastic communities in the lead” 3. “NIMBYs, social contestation and the threat to decarbonisation” 4. “Collectivism & vulnerable groups at risk” 5. “Unburdening individual user-consumers in the transition”. Each imaginary builds upon a different set of epistemic, action and normative assumptions, which construct public agency and responsibility in transitions in distinctive ways. We explore how these constructions come to justify roles and obligations for publics as well of other actors in the heat transition. One of our main contributions is that we explicitly move beyond the analysis of singular imaginaries as we consider imaginaries to be interactive, holistic, and contextual. In comparison, key social, ethical, and political tensions and trade-offs in the heat transition become visible.

Energy controversies have been widely studied. Such studies are, however, generally based on either single case studies, providing rich and in-depth understanding of (local) dynamics of planning and implementation processes, or they focus on understanding responses to a specific technology (not bound to a location). Therefore these studies tend to overlook a key dynamic in controversy, namely that publics respond to projects by drawing on earlier experiences with a similar technology elsewhere, or with earlier experiences with other technologies in their vicinity. We refer to this dynamic as controversy spillover. The notion of controversy spillover helps to understand how the discursive space of controversy changes over time. In case studies, other controversies are usually considered as context, i.e. as an external condition. However, in order to understand the temporal dynamics of public engagement with energy projects, spillover from other controversies deserves to be investigated more as an object of interest, rather than as an external condition. The aim of this paper is to conceptualize controversy spillover as an important dynamic in controversies and to develop a research agenda. We identify three different types of spillover: 1) geographical (i.e. between the same energy technology in different locations), 2) historical (i.e. with respect to earlier experiences at the same location), 3) technology (i.e. between different technologies). Three empirical examples serve to illustrate the three types of spillover. We finalize the paper with a research agenda for further conceptualization and empirical analysis of the notion of controversy spillover.
