A Station to Wait For
A Mixed-Methods Study on How Renovations and Amenities Influence Passenger Experience in Dutch Train Stations
The research consists of four main components: a systematic literature review, expert interviews, regression analyses of station experience data, and short station interviews with travelers at recently renovated stations. These components provided complementary perspectives: the literature review and expert interviews informed the conceptual model of station experience, the regression analysis quantified relationships between amenities and station appreciation, and the traveler interviews offered insights into the station experience at recently renovated stations. The literature and expert interviews were used to identify the factors most likely to shape station experience, including the physical environment, amenities, accessibility, and overall atmosphere. These insights informed the development of a conceptual model linking physical station characteristics to traveler appreciation.
Quantitative analysis was conducted using data from the Stationsbelevingsmonitor (SBM), station amenity data from Stations.nl and the NS API, and renovation records from ProRail. A multivariate regression was used to examine two main relationships: the effect of amenities on station appreciation, and the change in appreciation after station renovations.
Across the regression analyses, no strong or consistent relationship was found between the presence of specific amenities and the station appreciation score. Several factors likely contributed to this outcome: limited variation in amenities across stations due to base line presence at stations, the absence of historical amenity data change over time to investigate the differences, and the fact that traveler appreciation reflects perceived quality dimensions, such as cleanliness, comfort, and maintenance, that are not captured by a simple inventory of amenities.
In contrast, the quantitative analysis shows that station renovations are associated with higher appreciation scores, indicating that physical improvements have a measurable, lasting positive impact on traveler experience. Renovated stations tend to receive higher ratings than before the renovation and score higher than comparable stations that were not renovated. This result aligns with insights from both experts and travelers, who emphasize the importance of a well-maintained, safe, and pleasant environment over the mere presence of amenities.
Traveler interviews reinforced these findings. While functional facilities like elevators were valued, participants consistently emphasized the importance of the broader physical environment, including openness, natural light, protection from weather, and safe entry and exit ways. Insights from Delft Campus, Ede-Wageningen, and Almere Centrum show that these qualitative aspects of station design often have a stronger influence on satisfaction than the mere presence of individual amenities.
This thesis demonstrates that while amenities alone do not show a clear statistical relationship with traveler appreciation, station renovations, and the qualitative improvements they entail, have a significant and positive effect on how travelers perceive stations. The study highlights the importance of considering both physical and experiential factors when designing or upgrading station environments and points to the need for more detailed, longitudinal data on both amenities and qualitative station aspects to deepen future analyses.
Follow-up research could investigate the real effects of station renovations, incorporating both the perspective of travelers and people living close to the stations. This study could go more in-depth into the effect of a distinction of quality of the station.

Literature review and expert interviews are combined to formulate a conceptual framework for distinguishing broad prosperity policy-making from conventional policy-making and measuring policy integration. A thorough analysis of the decision-making process in mobility plans for the cases Zeeburgereiland, Binckhorst, Valkenhorst, and Merwedekanaalzone is executed through document analysis and stakeholder interviews. The European Union aims to reduce its emissions by 55% in 2030 compared to 1990 levels, requiring massive investment in the economy and society. Knowing the level of investment to be made is key to understanding the macroeconomic impact of the transition, creating investment policies and prioritizing sectors. However, in the transport sector, accounting for around 30% of the total EU CO2 emissions, no independent assessment of the investment needs has been found. In this master thesis, the level of gross investments required for meeting 2030 transport policies at the European scale is estimated and compared to the historical level. The results show that between 2024 and 2030, making EU targets in the transport sector requires 253 billion euros of investments per year, or 1.6% of the EU GDP. When compared to the current level, 42% of the yearly investment needs are already met. It leaves an investment gap—defined as the extra investment necessary compared to the current level - of 147 billion euros, or 0.9% of the EU GDP. The results show that European policies for generalizing electric vehicles in 2030 were missing ambition compared to climate target. This thesis is also a use case for using the investment gap as an indicator for monitoring policies. Through the proxy of investment, the implementation of the European transport policy can be tracked.

Lessons from European cities
The main research question is:
What success factors and barriers in the implementation of car-reducing measures are present in European cities, and what are the implications for European cities of the scale of Amsterdam?
Amsterdam is the reference case selected to contextualise the results of this thesis. Case studies in cities with comparable population sizes, namely Copenhagen, Barcelona, Bremen, and Milan, with considerable experience in car-reducing measures, provide new insights for policymaking. Understanding the context in which a policy operates has shown to be essential in its success and/or failure. The main barriers in the implementation are explored with stakeholders involved in policymaking.
Eight different success factors have been identified to overcome the barriers and successfully implement their policies. Six originate from the literature and were confirmed in the interviews. The two final
success factors of ‘the inarguability of schools’ and ‘the undeniability of hard evidence’, emerged during the interviews. These stakeholders identified the links between these factors and barriers, and how the success factors can reduce the barriers. The success factors of ‘showing openness and flexibility’ and ‘pilots/trials to create legitimacy’ can lower most barriers. Combined, these success factors can influence all barriers and are, therefore, most important.
The analysis of the case studies and the comparison with the literature results in lessons for cities looking to implement car-reducing policies. An in-depth analysis is performed for Amsterdam. Three main lessons of the studied cases stand out for Amsterdam. For other cities looking to implement car-reducing policies, four general lessons have been determined:
1. Continuously explore new possibilities for policymaking.
2. Be aware of the context and stakeholders’ needs to select appropriate measures and adjust them
according to the context.
3. Create and identify windows of opportunity and be ready when that window opens.

An exploratory study on institutional design concepts for the Dutch Railways using a morphological chart
First, the current process was mapped out using the functional modelling technique IDEF0 based on which a first identification of flexibilities was performed. Subsequently, a first version of a morphological chart (MC) was made. This is a product design tool, in this research used, tested and validated for institutional design, as a parallel research focus supporting the exploration of flexibilities. The MC was developed and validated on its content as well as its use as institutional design tool. Additionally, validated trends were identified in the combination of flexibility aspects, followed by the exploration of a future institutional design for the NS.
During this research four additional construction rules for the MC were found, being (1) within scope of action, (2) readability, (3) abstraction level and (4) informational value, for which a variety of practical solutions are suggested. These were adhered to in the developed MC and resulted in the validation of this tool to be useful as systematic, substantiated and concrete guidance in the discussion of process design.
Using these developed conditions for the MC enabled identification and representation of aspects enhancing flexibility, being split into three chapters being Product, Contract and Market Approach. Validated conceptual designs enhancing flexibility were created by combining different fragments of solutions into one conceptual design. Six of these were created, one being the “traditional” procurement, four were based on collaborative practices and the last was based on the product to be part of a network. These four conceptual designs based on collaboration focused on: a partnership for the separate development of innovation, international collaboration and supplier-procurer collaboration of a light and more extensive degree.
Applying this to the case of the NS shows that separate innovation and extensive collaboration are perceived to be most suitable as starting point of their future procurement design.
Altogether it can be concluded that commencing a shift from a vertical to a horizontal approach within the buyer-supplier interaction is essential, placing greater importance on formalizing the partnership rather than specifying precise outcomes. Key findings illuminate pronounced disparities between the MoD’s IPM methodologies and those established in the private sector. Notably, the MoD’s IPM framework places subjective risk-reward metrics at the forefront of decision-making, diverging from conventional private sector emphasis on monetary considerations. Furthermore, the MoD’s IPM approach primarily revolves around project-level evaluations, constraining portfolio-level prioritization decision-making. The conspicuous absence of a articulated innovation strategy and the decentralized nature of portfolio oversight serve as additional distinguishing features of the MoD’s IPM practices. Moreover, the MoD’s unique procurement model, which relies extensively on external development, and its innovation strategy, predominantly shaped by market dynamics, set it apart from IPM practices commonly observed in the private sector. Existing public sector literature has provided valuation methodologies across diverse sectors;
however, these contributions have often neglected to provide a comprehensive under standing of how IPM is executed and have been relatively under-referenced. Within the MoD, this thesis reveals that the valuation of IPM, while exhibiting variations among different departments, predominantly relies on multi-criteria analysis (MCA) with a retrospective focus. Notably, subjective measures such as relevance and urgency are employed as yardsticks for assessing project value. This research enhances our understanding of IPM in the public sector and underscores the need to further explore and refine IPM methodologies within public organizations. It highlights the distinctive characteristics of IPM within the MoD and emphasizes the importance of aligning IPM practices with organizational objectives and strategies to optimize resource allocation and decision-making. With the results of this thesis, public entities have guidance on how to organize portfolio management and how prioritization
